DEATH OF MR. H. SIDFORD.

By the death last night of Mr. H. E. Sidford, Commissioner of Customs of Swatow,-Str. trusted, and ablest servants—a gentleman equally popular with his colleagues, bis subordinates, the general public, and the Chinese. joined the Imperial Customs Service in September 1861, and, rising through the various grades of the Service quicker than most men have done, found himself a Commissioner in the June 1887. Mr. Sidford has occupied various positions in the Service all over the coast of China, Canton, Shanghai, and Swatow, being the stations where he was best known, and where many true friends will mourn his loss. Swatow was the scene of his last labours in the service of China, which he left a month ago suffering from abscess of the ilver; so with the intention of taking a trip to Japan he touched at this port an route to Yokohama. Upon arrival here he visited on board ship by Dr. Cantlic who ・・ pronounced his condition too critical to permit of further travel at that time. He was therefore brought on shore and stayed for a few days with Mr. MacLeavy Brown, Commissioner of Customs for the Kowloon District, resident in Hongkong, but the malady gaining further hold on its victim the deceased was transferred to Dr. Cantlie's Sanatarium at the Peak. The change, however, and careful supervision of the medical staff of that most valuable institution, was unavailing owing to the mastery this felldisease had obtained

October 24th. Speaking at Midcalder the Right Hon. W. E Gladstone advocated the one man one vote principle and a shorter Parliament. He was also of opinion that the judgment of the masses on great questions was more enlightened than the Judgment of the educated classes. Hongkong, 3rd October, 1890. SIR, The Committee of this Chamber have on several occasions had the honour of address- ing you in reference to lighting the Southern approach to the Harbour of Hongkong when it was finally decided to fix on the Gap Rock as the most suitable site for a Lighthouse.

The Committee consider it would add much to the usefulness of the Lighthouse if it were put in direct communication with Hangkong, and at a recent meeting it was resolved to bring to the notice of His Excellency the OfficerAdministering the Government the desirability of establishing communication either by electric cable, or, should such a course be feasible, by telephone.

It appears to the Committee highly desirable that the Gap Rock should be connected with Hongkong not only for the purpose of keeping up communication between the authorities and their employees at the Lighthouse at such times as the state of the weather renders ordinary intercourse dangerous or impossible, but also as a means of affording carly information of the
