directors thought it a prudent step to accept 'a proposal made by the chairman and directors of that institution, to withdraw in their favour, which they did, the Persian Bank undertaking to pay all their expenses and leave them something In the shape of a bonus. He did not know that there was any reason to regret having withdrawn from Persia. It set free the funds of the com. pany that had been used in that place, and which they could employ just as well in other directions, and it also set free

some members of their trained staff that they could very ill spare at the time, and they were only too glad to have them back again In their business. The next subject which affected them, and which they had to consider. was the silver question, which seemed to be an everlasting problem. One day it appeared in America as if they were going to pass a Bill; the next day they heard that the Bill would not pass. Then a compromise was talked about; but, so far as they could see now, there was some chance of a Bill of some sort being passed. What the precise nature of the Bill would be they could not tell now; "meanwhile the uncer tainty of the present position seriously interfered with the conduct of their business, and both banks and merchants suffered in consequence A calculation made one day might be altered the next, by the price of silver going up or down; and that, as they knew, formed the basis of their Indian exchange. Speaking for himself, he was a bi-metallist in the interest of banking and commerce in the East. They would benefit largely if there was anything done in the way of raising the value of silver to something like its old position. Their business would be conducted on a much firmer and profitable basis. At the present time there was a con- siderable rambling element, owing to the fuctuations of the exchange rising out of the uncertainties of the pace of silver. The amount of silver coined last year was stated to be £26,500,000 sterling, and the whole pro- duction of silver was £32,500,000 sterling. This only left the £6,000,000 for the purposes of trade and the general uses to which silver was put. Therefore there did not seem to be any enormous overplus of silvers. After referring to the various causes which had 'led to these fluctuations be went on to say there was an idea that Germany, with the other countries concerned, would still have to sell a considerable amount of silver. The total amount did not exceed £10,000,000, and that could only have a very partial effect upon the market. But if these countries should proceed to sell their silver, and silver should go the wrong way for them, unfortunately they would be obliged to buy it back again at a higher price. Doubtless would defer the operation as long as they possibly could. The circulation of silver in the United States was increasing. If anything was done in England or other countries to utilise silver to a greater extent than pow they would very soon see a rise in the exchange, and It might possibly go up to two shillings. If silver should rise they and all the other banks would add very largely to their assets; but if, on the contrary, silver legislation was not passed-he
