That women and young girls should be protected properly no one will deny; but is the Bill lately passed, by an ufficial majority of our mockery of a Legislative Council, calculated to effect that much-to-be desired end? I say no, certainly not. It should be termed the "Revo- lution Bill," for if it is falsted by the official members, "the puppets of the central govern ment, upon this community there can be no doubt but that the result will be a social revolution which our local harebrained champions of female purity cannot now estimate or fathom with any degree of accuracy. We shall have to thank the official members for any trouble that may arise

In conclusion allow me to again draw attention to the fact that this obnoxious and despotic Bill was passed solely by the official members of the Council. Nat one vote in favour of it was cast by the unofficial members, And in view of the fact that it is the unofficial members who represent the commgity, and who have real and permanent interests at stake in the colony's welfare, it seems to me that they would be quite justified in calling a public indignation meeting to protest against auch an ill-advised Bill being foisted upon a colony which has too long tamely submitted to being brow-beaten and crushed under the iron and ignorant heel of Downing Street despotism.

SANDAKAN, June 16th. Mr. W. C. Cowie, of Muara coal-mine fame, is reported to be making endeavours to float a railway company in London to build a line from Sandakan to Mempakul (on the mainland near Labuan). The scheme includes a large cession of land to the Railway company, and although it might be feasible later on, it is considered . premature at this time. No survey of the line

large one with five smaller ones on either side The largest is some forty feet long and twenty feet wide, the smaller, of same length but not more than twelve feet wide; the arched ceiling in each case will measure some fifteen feet or more from the floor at the highest point. The present members of this ancient and honourable order live very comfortably in these quarters and are better dressed than most beggars, but they smoke a great deal of opium. Their chief is appointed by the police authorities of the district.-N. C. Daily News. «

zret June, 1890. The level of the river continues to fall, but the depth of water increases, if anything, showing that the bed is scouring. The flood side has been distinctly observed this week at Tientsin.

The country is suffering from the long drought, and the soil has never been so dry. The spring crops are being gathered rather short; the autumn staples, maize and millet, are very back- ward; but they keep green, and it is not yet too late for the rain to freshen them into new life.

Victoria Park is proving a centre of great attraction this summer, especially in the even- ings when the band plays, when a large con- course of people assemble to enjoy the fresh breezes which play among the bushes. The band bas improved greatly under the excellent amateur supervision which it receives now. A new feature has recently been added to the entertainment on Wednesday evenings in the shape of vocal choruses, the sailors of the Firebrand alienating with our local amateurs,

The introduction of the gas light promises to be a source of great pleasure in the frequenters of the garden. On Wednesday this week a builliant illumination was afforded by the new sun-light of scoo candle power, which was exhibited for experiment by the Gas Company, and pronounced a great success,

The menagerie grows in number and interest, but the captives are at present much over-crowded and if their cages were distributed about the Garden instead of being confined to one corner more space would thereby be gained for the animals, while they were also rendered more accessible to visitors. This arrangement could be made ornamental to the Park, which needs something to give it greater variety.

There have been numerous fires lately in Tsc chu-lin and city, the acts of incendiaries. From what we hear, beggars fire houses, etc., or attempt to do so, that they may have an opportunity in the general confusion to steal. On the 16th instant a stack of wood standing in

the back-yard and close to the house of the Municipal Interpreter was set on fire, and after the fire was extinguished a box of matches and some joss sticks were found among the embers. On the same day there was a large fire on the north bank of the river opposite the Pao-shun

There are rumours that some of the Hongkong Planting Companies working here are, conse quent upon the financial depression in Hongkong, rather strained for funds. It would be a most serious matter after the thousands of dollars already spent on preparations for this year's crop if operations on the Estates were suspended consequent upon the necessary funds not being forthcoming to reap the crop that has now been partially planted and the planting of which will be completed in about two months!

The China-Borneo Co.'s steamer Sandakan, which has been refitted by your local Dock Co., arrived here safely in charge of Capt. G. W. Sheppard. The vessel is considered very suitable for the coasting trade, and the way the work on her has been executed reflects credit on the Hongkong and Whampoa Dock Company.

The steamship Memmos left here on the 14th inst, with a cargo of timber, chiefly destined for trans-shipment at Hongkong for Peking, for the purpose of rebuilding the Temple of Heaven, the wood for which the China-Borneo Co. have contracted to supply,

It is rumoured that Mr. C. V. Creagh, our present Governor, proceeds home at the end of this year, and it is not known whether he will return after a holiday or who his successor is to bc.

A small punative expedition under Messrs. Dunlop and Hastings has returned from the upper waters of the Labuk;-the head hunting tribes in this region at first showed signs of fighting, but after a loss of ten killed, surrendered and swore to behave themselves in future and pay poll-tax.

There has been some trouble between the tribes on the upper waters of the Kinabatangan, a month's journey from here, and an expedition is to start in a few days to quell the disturbance. It is reported that some Government police have been killed by the natives there.

The Chartered Bank, following the example of the Hongkong and Shanghai Bank Corpora- tion, has started an agency here.

Your old friend Baron de Lissa is building a timber yard here. It is stated that he is intent upon developing a timberbusiness with Australia, in which his friends the Prince of Wales and endless "dooks," etc., will no doubt take an Interest.

NANKING,

A small fire also occurred on the 18th in a Chinese house near the French Consulate. Assistance was quickly rendered and very little damage was done.

Edward Dawson, driver, was charged by the China Railway Company, before Mr. Byron Brenan, H.B.M, Consul, with gross, dereliction of duty when in charge of the 12.28 down train on the 12th June, whereby life and property were endangered, and sentenced to six months' im- prisonment in Shanghai. There was no defence, the accused being unable to remember the occur rences of the day. It may be remembered that, Dawson was the man who behaved so well on the occasion of the accident on the line in March, 1889, for it was to his energy and presence of mind under most trying circumstances that the loss of life then was minimized. No doubt this, and the general good character of the man, saved him from the more severe penally to which bis conduct rendered him liable.

Mr. F. Olsen, of Messrs. Frazar & Co, Shanghal, agents of the Edison Telephone Company, is now in Tientsin with some of the instruments constructed by the Company with the latest improvements. On Friday Mr. Olsen had the privilege of exhibiting the phonograph to the Viceroy, to whom he presented one in the name of the distinguished inventor. The Viceroy was greatly pleased with the performance of the wonderful instrument. private exhibitions have also been made, and a public one will be given in the early part of next week, when all the residents will have an opportunity of witnessing the operation of a machine of which we have all heard so much. The phonograph, akter ten years or more of probation since it was first publicly exhibited in London, during which time it has undergone many modifications in detail, has now reached the stage of general utility, and in America, the home of invention, the phonor graph is becoming as caential an adjunct of ordinary business life as the telephone, or the type-writer. Its uses in China may also become very important, and we understand it has already been pressed into the service of educa- tion as a supplement to the study of langung from books with transliterated pronunciation, Chinese Times.

A most bocking murder was committed a few nighis since in the northern part of the city, a quarter known as the Pehmen-kizo. A young man, a military Stu-sal, the son of a paper dealer, was awakened by thieves in the shop and, Kishing in, caught one by the queur. The burglar drew a knife and threatened to kill his captor if he did not at once release him, But, though stabbed several times the brave young fellow held on and the murderer escaped only by the aid of a confederate who cut blú quena off close to his head and so released him. There were three men implicated. All were masked and. it was feared they would not be taken, but the authorities bave been very active and havo already arrested two, one of them being the murderer, who is very unnecessarily tortured by a chain made fast to his collar bone. A saď feature of the case is that the wife of the murder- ed man came running to the help of her husband and being within "few days of motherhood, swooned away and died from fright.

It may not be known to people outside of Nanking that we have here a royal order of beggars Beggars and beggar kings, there are, enough and to spare in all parts of China, but this peculiar order, it is sald, was instituted by the founder of the Ming Dynasty, Hưng Wu, who was once a beggar ilmselt. After his accession p the throne, an old friend and companion of his early days, came to see him, The Emperor offered him any office he might choose, but he declined office, saying he cared

only to have plenty to eat and wear with nothing to do, whereupon his Majesty established this order with special privileges and made his late chum the chief. The beggars were allowed to live in certain caves that are con- structed in the city wall just over the two water gates. It is commonly said that these Gaves or arches were built for this purposo, but it is more probable they were put in to relieve the pressure of the great wall upon the arch which spans the canal.
