getting forth that the right had been farmed to a certain German, geeileman, whose name was stated, and who would alone be allowed to export the drug. It is also stated that the Customs at Hobei were requested to see that no camphor, save that belonging to the favoured Teuton, passed out, and accordingly some of the now famous foo piculs which Messrs. Lauts and Haesloop were shipping, had been stopped, and only released after argent appeal had been made to the Governor, who therefore requested the Customs to pass it. It is further reported that the said German gentleman has paid $30,000 for the monopoly.

We have not seen anything of the afore-said proclamation in the South, but our informant spoke very decidedly as to the accuracy of what I have stated above. He had but lately returned from the North, where, he represents, he had most exceptional opportunities for knowing all

that went on.

In connection with the case of the arrested Nihilists, it is reported that Demoski had summoned a meeting for to-day to concert an attempt on the life of the Crar and a simultaneous rising in different parts of Russia, and that twenty nihilists with infernal machines have already started for Russia.

ST. Petersburg, June 1st.

General Butterfield has been in St Petersburg for some days. He is acting as the representative of a syndicate of American capitalists who wish to enter into negotiations with the Russian Government in regard to the building of the great Siberian railroad from European Russia to the Pacific Ocean.

General Butterfield has had several interviews General Annenkoff, builder of the trans-asiatic road which now runs beyond Mery, and although the press and the military officials are opposed to the idea of the road being built by foreign capital, the Czar himself is said to be favorable to it.

with PARIS, May 31st. It seems to be the general opinion here that the arresting of a number of people on a charge of being pihilists is, in a great measure, a blunder and an injustice due to the over zealousness of the secret police. M. Lavroff and other prominent Russian exiles now resident in this city strongly suspect that the arrests, were due to a plot concocted by Russian and French "agents provocateurs," and this opinion is understood to be shared by Stepniak and probably by other Russians in London.

It is asserted also that this conspiracy, which involves as its victims several really inoffensive persons, was at least connived at, and possibly directly incited, by M. Constans, the French Minister of the Interior, and Baron Mohrenheim, the-Russian Embasender here. The latter's formal visit to M. Constans yesterday to thank him for the vigilance of the French palice is declared to be a trick for the sake of public appearances.

These people refer to what they call the unscrupulous character of M. Constans. They say that he is really an imitator of the famous Fouche, and is willing to assist in any scheme, however unworthy or contrary to justice, which will tend to draw the Czar into close friendship with this country.

The Gaulois asserts that the center of the plot is located in Chicago, and that instructions came from that city to the conspirators in London and Paris concerning the method of making and using bombs.

ROME, May 31st.

In the Deputies to-day Prime Minister Crispi closed the debate on the internal policy of the Government, against which the Rad cals desired to pass a vole of censure. The situation of Italy abroad, he said, was never, so good as now. A motion expressing confidence in the Government was carried by a vote of 329 to 61.

PESTH, May 31st. The lowerhouse of the Hungarian Diet rejected the naturalization bill which would restore the rights of citizenship to Louis Kossuth,

MANCHESTER, May 31st The Whitsuntide Plate was won by Reverend, Orvieto second and St. Cyr third.

HALIFAX May 31st, An agent for an English syndicate is in this city making arrangements for the purchase of the Nova Scotia and Dartmouth sugar refineries. The syndicate proposes buying out the St. Lawrence and Canada refineries in Montreal, and also the Moncton house. The price offered for the Nova Scotia refinery is $850,000.

LONDON, June Int. The 'Syridic of Venice has created a sensation. and roused popular indignation by their work of modernizing and consequently vandalizing the square of San Marco in front of the cathedral of that name, really the only open space of any size in the city of the Doges. The popular protest seems to be of little avail, however, and the work is to be pushed as rapidly as possible. The improvements will necessitate the removal of many objects interesting to the visitor because of their ancient origin and historic associations. The Chronicles Paris correspondent says that Count Herbert Bismarck is engaged to the eldest daughter of Lady Dudley.

A letter from the Czar, written in reply to one from the Queen of Denmark, is published. In his letter the Czar promises a strict Inquiry into the Siberian scandals, and to instract his Ministers to draft measures for the amelioration of the condition of the exiles.

Edward Nugent Leasen, Earl of Milltown, is dead.

PARIE, June 1st. The Grand Duke George of Russla, brother of the Czar, has left Paris for Cannes. He has left with every bone in bis imperial body aching, It is not likely that he will honor Paris with his presence for some time. On Wednesday night ke, after dining beavily, went, in company with another noble Ruslan whose name has not transpired, to the Moulin Rouge, a fashionable dancing place on the heights of Montmartre,

During his stay there he noticed a young person, notorious for her dancing of the cas-eas, and who is known in Montmartre by the nom de guerre of Suzanne. Her attractions so pleased bis Imperiighness that he sent a person who was with to favite ber to take supper with him at one of the boulevard cafés. The young ballerina, only too honored, accepted, and at the clore of the ball took her place in a private brougham hired for the evening by the Russian Grand Duke.

It was not long, however, before she repented her acceptance of his invitation, for when the brougham had reached Place St. Georges, where there is a fountain playing into an open sin, the champagne that his imperial Highness had drunk in the course of the eveding auggested to him that it wou'd be a royal, mot to say imperial, piece of fun to make the young ballerina perform siren fashion in the basin of the aforesaid fountain. Suzanne very naturally objected, but her imperial and royal hosts would not hear of any refusal, and were bent on pitching her into the water.

General Annenkoff is soon to visit Paris, and it is said that he will also go to the United States on a mission connected with the projected railroad. English newspapers are at present engaged in pooh-poohing the scheme, but there is no doubt that if the railroad is once built across from the Urals to the Pacific the develop. ment and prosperity of Siberia and Northern. Central Asia will be immediately advanced.

SOFIA, June Ist. The northern part of this city has been wrecked by a hurricane. The loss of life is considerable. Among the soldiers the killed and wounded number eleven. The loss among the inhabitants has not yet been ascertained. The damage to the palace amounts to $300,000.

ZANZIBAR, June 1st. Advices from French missionaries in Uganda under dale of March 6th are to the effect that Kalema had been defeated and had fled, and that Mwanga was in complete possession of the whole kingdom. Dr. Peters has been Mwanga's adviser and assistant. In return for these ser- vices Dr. Peters has secured valuable treaties and monopolies in favor of the Germans.

CITY OF MEXICO, June 1st.

The influx of Chinese into the frontier States of the republic is producing marked alarm among the laboring classes, more especially among the gold and silver tainers resident in the districts invaded. The newspapers of those localities have already taken up cudgels in defense of their Mexican patrons, stating that if there is no restriction passed on the yellow pests some scenes that have occurred in the United States will be repeated in Mexico.

The Chiness, it is claimed, are superseding the Mexican miners and other laborers, from the fact that they will work cheaper. While many believe that the Chinese are landing in the frontier States of Mexico for the purpose of making their way across the line into the United States, the general opinion among Mexicans is that they come to take the place of the natives.

If the Chinese continue to arrive in such, numbers as they have recently the result will be to benefit the United States, because such action as has already been taken by the northern republic will be necessary here.

LONDON, June 2nd. Parliament reassembled to-day. In the Com- mons Sir James Ferguson, Parliamentary Secre- tary for the Foreign Office, declined to lay on the table the papers relative to the negotiations

with the United States concerning the Behring sea trouble until the question is settled,

Sir James also stated that neither the French not the English Government has received any information of the tanding from a French war ship of officers and men on the coast of Newfoundland, who ordered the Newfoundland fishermen to remove their nets, and upon their

efusal to do so, removed then themselves. He was sure, he declared, that the officers in both the English and French services could be depended upon to preserve a conciliatory attitude pending an arrangement of the Newfoundland Esheries trouble.

The Government had every reason to believe. that the alarmist reports concerning the situation of affairs in Newfoundland were incorrect.

A dispatch from Berlin says that the Emperor has inform Prince Bismarck that if te does not stop his press utterances the result will be serious.

The Woman's Liberal Federation will present a memorial to Gladstone asking him to include the franchise to women in the programme of issues at the next general election for memberi of Parliament.

Gladstone, in his reply to questions by Liberals in Glasgow, denies that he ever stated that the shooting affair at Mitchelltown, Ireland, and the Siberian atrocities were parallel outrages, though he spoke of them together,
