PRICE re the sanitary reforms required for the colony, this expert was sent out by the Colonial Office to settle the dispute and report on the water supply and sanitation questions. It is hardly necessary the lapse of all these years, that the differences between the Governor and the most Honorable the Surveyor-General and his supporters were of a purely private and personal character-the sanitary reform scheme was a shallow pretence, a hollow excuse for settling a private difference at the cast of the Hongkong public. And it succeeded. The once grossly flattered and now much abused PRICE was, after Porz Hassessy's departure, the almost absolute ruler and autocrat of the colony, his only rival being the then resident head of the princely house, the late Mr. F. BULKELEY JOHNSON, and in the hands of these two wary and not over scrupulous diplomatists, his Excellency the Adminis trator-that feeble, specimen of the modern fossil. Mr. W. H. MARSH-WAS A

add to this quantity the 2,600,000 gallons at Tytam, and we have available three millions of gallons-and yet these experts recommend the fitting up, of a meter in every house to measure the water used, and even the Administrator talks about some check being necessary to prevent the waste of water. There was no special check when we had only Pokiulum to draw on; where is the necessity now when our supply has been increased over seven-fold and is, practically, without limit? We have been troubled lately with so much science (and very little else), both as regards the sanitation of the colony and our water supply, that we are disposed to bazard the opinion that it will be no great loss when Mr. CHADWICK bids "good-bye" to Hongkong, and if he can manage to take Mr. COOTER, A.M.I.C.E., with him, there will be general rejoicing.

sewerage or the proper management of our new and costly water supply, Mr. OsBERT CHADWICK was once more chartered to pull Hongkang off the horns of a dilemma. And doubtless, he has done it in a way satisfactory to himself—although there are a few outside grumblers who do not rate his scientific abilities quite so high as they are apparently rated at Government House Mr. and in the Council Chamber. A CORRESPONDENT of the Temps gives some details as to the can! mines at Nongson, in Annan. He says a concession was granted to a Chinaman in 1881, who had no other idea than supplying the necessary fuel to the cash foundry at Canton, and for household use in Shanghai. The Chinese company that he created only made horizontal borings into the sides of the hill, Last year, however, the Annamite Government ratified the cession of the rights of the concession to a French mer. chant, who is going to set to work earnestly, Nangson is situated sixty-five kilomètres to the south-west of Tournne, on the left bank of the supply all Truong-giang. Vessels on the coast have also tried it, and even one or two steamers running from Haiphong to Hongkong have used it, and seem satisfied with the respits, reporting favour- ably on it.
