In the coure of the conversation the French statesman brosched the subject of the neutralization of Alsace- Lorraine, and the Emperor replied that it was never too early to discuss a question that con cerned the friendly relations of Germany and Fiance.

WASHINGTON, March 21st.

In reply to an inquiry of the Senate the Se- cretary of the Treasury, after deprecating any action looking to the sending of a line-of-battle ship on a voyage around the world, says that it would probably cost $17,000 to $19,000 per wonth for the officers and crew; gun practice $5 Goo, and cost for 28,618 miles at $8 a ton, about $26,203. The cast of docking the ship will be $8,400 at Melbourne, $5,250 at Hong kong and $2,095 at Messinn, an average of $5 321, for a ship like the Chicago..

Naw YORK, March 21st.

4 cable special to the Sun from London sys: A dispatch from Rheims announces the death on Tuesday evening of Mme. Pommery. For years she was at the bead of one of the greatest wine establishments in France, and in many respects she was a remarkable woman, She had accu- mulated a fortune which at her death exceeded *20,000,000 francs..

ST. JOHN, N. F., March 21st, Tremendous excitement prevatla here concern ing the British modus vivendi with the French Government. Telegraphic communication with all important centers shows that the people are profoundly stirred at the invasion of the rights of this colony. It would be better to be under the French ng as French subjects than be British subjects under French rule, is the senti- merit expressed on all sides. The terms of the arrangement, though denounced, are not objected to so fiercely as the fact that the arrangement was 'co Richced and concluded without.the con- sent of the Newfoundland Government and in direct defiance of the unanimous joint address from the Legislature to the Queen, at the last session. "Give us annexation to the United States," is the cry, more frequently heard cow than ever before.

LONDON, March 21st.

Many colliers resumed work yesterday. More will be returning to-day. By Monday a large majority of the men will be at work..

In the Commons this evening Labouchere moved the abolition of hereditary representa- tives in Parliament. The people would not long elerate the idea of several hundreds of men born with the privilege of interfering with the Government and to legislate au class. The House had the spectacle before it of men ex- cluded from jockey clubs and warned off race courses, and yet able to interfere with the legisla. tion of the nation. The inotion was rejected by a vole of zor lo 139.

In many parts of Switzerland the villagers are retreating to the valleys, enormous avalanches being imminent.

NAPLES, March 21st. The Duke of Manchester died, this evening at Naples after three weeks illness. He is Buccorded by Lord Mandeville,,

NEW YORK, March 21st, A letter has been received by Ivan Smirnoff from a Russian exlle now London, the Countess Nargaiknow, which gives some painful revelations of the condition of exiles in Siberia.

The wrlier quotes from letters recently received from Siberia... These letters give statistics that the writer says "may be relied upon as nearly if not quite correct." The statistics are in substance that the exiles to Siberia in 1886 numbered 16,840 nihilists or their reported supporters. In 1887 there were added 14,277 more; in 1888 the number was 15,015 and in 1889 the exiles were

12,000.

וי

Of the number ixiled the deaths range from 180 to 220 per rogo, du-to natural sickness, cold, exposure and knout punishment. The suicides average about 20 to the 1000 During the month of August, 1889, in one of the central political prisons, 273 of the 49- prisoners were prostrated with fever.

The letter says: "Hospital accommodations bring insufficient many of the fever-racked patients were kept in cells with those not infected with disease. For lack of medical attendance many died. In another part of the prison what is called a riot occurred. which, in reality, was only a light infringement of some cast-iron prison rule. The average of these flagged with the lasot ir ten out of every hundred persons.!!

Instances of cruelty je, various prisons are quoted, in which prisoners' feet were frozen in their cells, and then they were sent out to wash clothes when the thermometer was twenty-five degrees below zero. Commander Masuinkoff la alto charged with calling men before him la irons and striking them in the face while they were there helpless. Despite these facts, it is noted that the Russian papers continue to represent that the life of the exiles in Siberia is a pleasant one.

CURIOS.

ť

[it is just as you say. The a grippe was brought over here on the last trip of the Oceanic, by Dr. Reynolds. It was lound lying around loose in S F. and as it was cheap, he brought a small dose to help pur his medical confreres here. It has been pertect harvest for them. Anything short of the small-pox is called la grippe, and as no one knows anything differently, the Drs. have had soft jobs. The best jove, connected, with the whole thing is, that the Doctors have had it themselves and been compelled to take their own medicines, consequently have been as sick as their patients, but not too sick to keep tally of their visits. The Druggists have been taking their own vile concoctions, and have been laid up in fine shape. The Wine, and Liquor Merchants hav spoken highly of their brands of Scotch Whiskies, and from the way a fellow gripped adlamp pist after trying Curnow's 40. red, we think it works all right, Drinking milk as a beverage, we can't speak from experience. The newspaper and curio men all escaped, but the Mule poet, from Tokio still has it bad.- Editor #

This room will be used as a gunsmith-shop under our own personal management. This will give us, under one and the same roof, a great weekly paper, a jb and book offer, a grocery, a feed stoic, a hardware store, a butcher-shop, a boot and shoe store, a signal station, and a gunshop. Three years ago, upon our arrival in this town, we slept under a wagon for the first three nights, and the first mony we had was a borrowed THE CHINA AND MANILA STEAMSHIP dollar

Always Ahead- Next Monday morning an artist and engraver from Chicago will arrive in town to accept a position tendered by The Kicker. We are the first to introduce a real artist into Arizona, as we are the first to lead the way in all other good things. Hereaker all matters of local importance, but more especially street rows attended with loss of life, will be illustrated in the highest style of art, thereby increasing the value of The Kicker to sub- scribers by at least 100 per cent, while the price of subscription will remain at the old figures,"

The Galled Jade-It has so happened, every time we have been obliged to kill a man in this town in self-defense, that the Coroner and everybody else was in a great burry, and that the body was buried in the most convenient place. Last week we were struck with the idea of getting them all together in one common pot, and we bought an acre of sand-lot of Colonel Hawins for a ground-work. Our green-eyed contemporary get a hint of what was up, and he went inwing around town and did his best to head us off; he failed, however, and during the thaw we had the five bodies taken up, removed to what is already known as The Kicker Corral,' and each grave designated with a white head-board with the name painted neatly thereon. In the spring we shall see that each grave is covered with trailing arbutus-- that is if arbutus will trail in this country. The names as they appear on the head-boards are: Mose, Petr, Jim, Sam and lack. We shall probably add a couple more to the list before the ides of May, whatever that in,"

"They Don't Enthuse-Ever now and then some one who is dissatisfied with the course of The Kicker bobs up with a proposition to run us out of the country by establishing a new weekly in opposition. He goes blowing around, gets out a prospectus on a broken-backed type writer, puts his own name down for 35, and that's the list of it. We've seen twenty such cases in the last three years, and they po longer make our hair stand on end and chills canter up and down our spinal coluran.

"Two weeks ago we felt it our duty to caution the Mayor of this town that he was riding a high horse and that he must come down to a mule or He carried we'd take measures to make him an old shotgun around for two or three days, telling everybody he had camped on our trail, but it finally got too heavy for him and he sold it for $ and got out the usual prospectus. We hear that he has thus far succeeded in raising $4 and a dog toward establishing a great newspaper here. By way of encouragement we'll add a second dog, and we hope the Mayor push his project for all its worth."!
