He was recently arrested on charges of cruelty to children, but escaped through a technicality. He bought four infant children from poor parents and confined them in separate rooms. They were taught absolutely nothing, and were waited upon by a deaf and dumb attendant.. They were plentifully supplied with good food, and the rooms were large and well warmed and clothing, and were caged like beasts, and as such ventilated, but the infants were allowed no grew up. At one portion of the route a party of foreigners were observed looking through a chink or opening in the shutters, and they were at once requested by the police to come down.

Then the Emperor wrote another letter urging the Pope in the interest of mankind to take part in the conference so far as he could, and at least tive it his moral support. To this the Pontiff has warmly responded.

I am authorized to announce that the Pope. has written document dealing with the entire problem 'raised at Berlin. This has been diplomatically communicated to a papal nuncio 11 Germany and will be laid before the inter- national conference. There is no doubt that a leading part in the effort to deal with the great movement is on, foot to give the Pops a universal labor troubles.

His Holiness recognizes this as a great. opportunity for the church to put itself at the bead of the world: wide reform demanded by organized labor. He holds that the nations must adopt the principles of Christianity, and that the church is the only power competent to deal with
