The truth is, that if company cannot carry out its original pro- gramme, it would, in nine cases out of ten, be best that its existence should come to an end particularly when it is remembered that a new company can always be, formed to attain new objects. What we have said applies not merely to a general Bill, but also to any special Bill which the directors of companies may hereafter
be encouraged to promote. All such measures should be very narrowly scrutinised when they come up for discussion.

In which he proposes to amalgamate the Landed Estates Court and Land Commissioners' Board of Works into a Lanri Department, which wil administer the act. The scheme is based on a twenty years' purchase at net rent, and arrears are abolished. Govern ment will advance thirty-three millions, which Is secured upon county contri) ution, the tenant paying four per cent. annuity. When the grant is expausted, it will be readvanced as repaid, thus forming a perpetual fund.
Mr. Gladstone said that the bill was com plicated, but that it should not be a party ques tion, and he promised his assistance. The bill was then read a first time.

CALCUTTA, March 18th. Last evening, in the Viceregal Council Chamber at Government House, the Sikkim Treaty was signed by the Viceroy, representing England, and the Amban, representing China. The ceremony occupied a few minutes only. Four copies, two in English, two in Chinese, having been read and compared, signatures and scals were attached. There were present the Hon'ble Messrs. Hutchins and Scobie Members of Council, Messrs. J. H. Hart and Ludlow, the Special Commissioner and ble Secretary, the Amban's Chiel and Military Secretaries, re- presentatives of the Foreign Office, Mr. Paul, Political Officer. Darjeeling, Mr. McCartney. Government Interpreter, and the Viceroy's Staff. The details of the treaty are not to be published till ratified by both Governments. After the ceremony the group was, photo- graphed on the piazza of the grand staircase.

The War Office, Sir James said; had arranged to supply new armament for the bat teries, and the Admiralty, subject to the approval of the Treasury, would arrange for the manning of the floating defences.
