THE Admiralty have determined to introduce a new kind of saluting in the navy. Up to date. sailors have saluted their officers by raising their hats. THE first meeting of the China Association was held in London on the 5th ult., Mr. W. Keswick prealding, and a lot of old China hand attending. At the banquet Sir Thomas Wade, the newly elected Chairman, presided, and "cracked up" Hongkong. We have been requested to publish the follow. ing letter:-

I am of opinion that far beyond the needs and requirements of this if the company has, unwisely, raised a capital colony, it should reduce its capital and return their money to the shareholders; but even if I thought that the association really needed more room for development it would still appear to me that the absolutely unlimited powers taken under the present ordinance are excessive and dangerous, and I should oppose it on that ground.

Because, assuming again this to be a reconstruction ordinance, which it is not, it has heen passed through the Council without ade- quate notice to the public or to the shareholders, who are to be found in England as well as in the East.. I admit that the Rules of Council as to private Bills have been compiled with, butthey are wholly inadequate, and in Council there has been no inquiry whatever into the truth of the state ments in the Preamble that it is desirable to authorise the company to transact business else where than in the colony.

6. Because, even if it be desirable to extend the powers of the company, the extension sought for is far too wide and unlimted.
