The probable delegates for Great Britain'to meet at Berlin this week, will be the Earl of Donraven, Mr. Charles M. Kennedy, C.B., of the Foreign Office, and Mr. John Burnett, labour correspondent of the professional depart ment of the Board of Trade.

In the House of Commons this evening. Lord Randolph Churchill denounced the Times Parnell Special Commission as utterly uncons stitutional. By means of a ruthless use of the powers of the closure, the Government, he said, had forced their opponents to submit to an unprecedented, an unparalleled, anda tremen- dous instrument of oppression. He hoped that a future Parliament would expunge from its journals the records of the Commission

Mr. Joseph Chamberlain said the Commission had shown that the Government was right, and that an alliance existed between the Pamellites and the party of physical force and agrarian dis order in Ireland. This was certainly not a venial or a trivial thing. All the late Mr. Forster's charges, made in 1882, were now proved.

Mr. Jennings withdrew the amendment submitted by him, declining to be identified with the hostile attitude assumed towards the Govern- ment by Lord Randolph Churchill, at whose suggestion the amendment was moved,

In the House of Commons last night Mr. W. S. Caint, M.P. for Barrow-in-Furness, moved the amendment which Mr. Jennings had with drawn. It was rejected by 325 to 259.

The motion moved by the Right Hon. W. H. Smith, leader of the House, that the report of the Commission be adopted, and that the thanks of the House be passed to the Judges forming the Commission, was agreed to without division.
