His Excellency-Before adjourning there is a matter I wish to mention to the Council I find that the Letters Patent, which bear the date 19th January, 1888, have apparently never been published or proclaimed in the Colony. I am not aware of any special reason why this has. not been done. It may have bren from over sight, but I do think myself that letters patent watch contain such important matter as these letters do sbould be known to the community generally, and this more especially so when one clause of these letters patent directs the Go vernor to proclaim them to such places as he Patent shall be published in the next number of thinks fit. I therefore propose that these Letters the Government Gazette so that everyone in the Colony will have an opportunity if seeing what they contaio. As regards the Royal instructions I find that they can only be communicated as a whole to the members of the Executive Cruncil and I have already communicated their cortents inrly to this Council and that is the clause in which this Council la given the power to make stand- ing orders. A Committee is already appointed improperly divulging anything by furnishing. The Council then adjourned until the 16th inst.

It may fairly enough be urged that this difficulty ought to have been foreseen when the original company was started; those who subscribed 1.50 for shares naturally did so
in the belief that they were investing in a sound 6.60 and remunerative "going" business, and they were justified in this belief by the 0.75
statements in the prospectus of the East Borneo Planting Company. However, as is too frequently the case in all phases of 1.00 life, some one has blundered, and the exact position of affairs now would seem to Be that unless a certain number of shares in the new company are subscribed for, two hundred thousand dollars-that is the 1.52 entire capital of the old East Borneo Planting Company-will have to be This is not a pleasant prospect for the shareholders, and it $450 may not be altogether complimentary to the directors, but it is about as near the 1200 truth as we can get at that rare virtue. We are not going to "write up" the New East Borneo Planting Co.; we don't know enough of the concern to make any such attempt, and if we did know we should still hesitate. But the prospectus speaks for itself, and it is couched in terms that the meanest capacity can easily understand. Those already interested in this particular business ought not to allow their interests to go to the wall. The 075 tobacco crop for the current year, so the prospectus says, will not cost the Company more than $30,000, and the estimated yield is from $100,000 to $130,000, If this 0.75 is not good enough for the ordinary investor, even in these hard times of "tight LOG money," we should like to know what would prove a sufficient inducement.

The reports of the Commissioners do not explain the reason for this great decrease in a very important branch of trade, with this colony.

The Chairman said the first vale was one for a sum of S991 $7, being the cost of repairing the telegraphic cable between North Point and Kowloon, some vessel having dragged the cables together and injured them. The report of the telegraph inspector showed that the cable was not absolutely broken, but it was very much twisted and putting it right was a difficult opera tion. The Telegraph Company's vessel had to work for a day and a half for which 100 was charged and L57 for '19 of a knot of cable at £300 per knat
