Chi Yal, a bold Censor, with whose trenchant memorials foreign readers are already familiar, has just submitted to the Throne a postscript memorial in which he denounces in scathing terms the dolags of two foreigners, a Russian and a German, named respectively Myres and Mand The memorialist states that it has become a settled practice for agents who pur- chase guns and shipsfor the Chinese Government to levy a “squeese," and he adduces the instances of Li Feng Pao and Han Cheng Chilas pertinent illustrations. Fortunately, the perceptive faculties, of His Sacred Majesty are profoundly pegelésting end by meting out cordign punishment to all those who have been guilty of malversation, the practice in question may for the ilme be checked.
