A few days ago, hearing rumours of a military difficulty connected with Colonel Cummins and Major Lee, two of the military instructors sent out from America, I investigated affairs and did men who were recently summarily informed that myself the honour of calling on these two gentle their services bad been arbitrarily (and as I now understand unjustly] dispensed with by their superior officer so-called General, but in reality a Colonel of militia--Dye, under instruc tions from the Corean Government. This was the result of the contemptible intrigues of certain foreigners in Soul and the incapacity of their chicl, who is a most unmilitary looking old warrior.

Here the interview ended, with the "usual courtesies. Subsequently learning_from other sources that Foreign Advisor Denny and Messrs. Dys and Waeber, together with certain euspicious missionary characters, were close friends, I could not but see that Colonel Cummins and Major Les are the victims of certain Russo-Missionary and other intrigues on the part of the Coreans. And this informa tion, in corroboration of other facts gathered, made me wonder if the new tactics invented by Colonel Dye, was not Russian drill, written out and given to Dye and the Coreans as they were being gradually translated at the Russian Lega- tion unbeknown to Messrs. Cummins and Leo ! Surely this affair will bear careful investigation by interested Fowers.
