placed across the river. At certain times of the day, or rather when the division or basin above the lock has enough water, the timber is removed to allow the beats to pass, the passage down being rather dangerous and the passage up through the lock being very toilsome, as the difference between the levels above and below is sometimes as much as two feet. Of course the opening of the lock for half an hour or so nearly empties the basin above, and it is therefore necessary to replace the timber and wait for several hours before any boat can pass again, and even then three feet of water seem to be the maximum depth attainable with the present system. Properly constructed locks would avoid this waste of water, and it would be very easy to maintain a minimum depth of 8 feet, no embankment would be required, even when raising the level to 10 feet as the natural banks of the river are over 20 feet high, would then be possible to pass through at any time; one man could work the gates, of each lock, white with the present system a dozen or so are required for the removing of the timber across the river.

A propertowing-path should also be constructed and kept in good repair; at present there is a path for some part of the way, but as a rule Ifthese works none, or a very inadequate one. were executed, an excellent communication by water with Pad-ting would be created with aut any great outlay, and the drawback of having no railway down to the coast would be much less felt."An Engineer" in Chiness

FOOCHOW.

19th October, 1889. We learn that a sufficient number of griffins have been subscribed for to ensure some good racing this winter. This is good news; a race meeting is something to look forward to relieve the dulness of the winter months in Foochow.

The drought is at an end. Light rains began to fail on Sunday last and have continued, with intervals, throughout the week. The change is warmly welcomed, the wells and poods in the neighbourhood having run dry. It has come too Iate, however, save the rice and potato crops, Food of all kinds, will be scarce and dear this winter and we fear the poor will suffer severely. A native just back from the tea districts in- forms us that much distress prevails amongst the people, especially the owners of tea gardens, by reason of the great reduction in the usual picking of the leaf, and the uncertainty of payment for what they have sold. News has long since reached all the tea districts of the tremendous losses teamen have suffered. Affairs look so dark up country that no pressure will be required next season to curtail the supply.

We regret having to record a frightful accident on the river through the barsting of a boiler on one of the native-owned passenger steam launches plying between the Bridge and Sharp, Peak. It occured just below the Pagoda An- chorage on the 10th instant; out of ninety pas sengers only twenty escaped alive, and some of these were injured. The probability of such an catastrophe has been long foreseen and it is prevent a time the Authorities stepped in' repetition of it. The boilers of these launches are used until they are as thin as paper, the parsimonious owners deferring much too long the replacing of them with new ones. Thea these small craft are invariably over-crowded. In this case, for instance, ninety were being car ried although there vas only room for half the number. A monthly survey should be held and it would be a good arrangement to have them licensed and put under the control of the Harbour Master.-Echo,

The Belilah gun-boat, the Firsband, arrived at the Bar on Thursday passed, on Friday morning, and will take up bar position for the winter at the jetty opposite the Courlate.

Heavy rainfall has extended all along the Yangtze valley causing serious floods at Hankow and Kiukiang, destroying the cotton and even the rice crops in Kiangsu, which will be a very serious loss to the dense population of that province.

The steamer Taks, after scraping over the Bar on Wednesday night sprung asleak, Water was discovered in the forebold a few hours afterwards. She was pumped out and docked yesterday at Taku for repairs, which will take A day or so. Very little cargo is damaged.
