At the mines near Ping-ting-chou the price is less than $1 per tan for inferior sorts, and for coal dust much less. In Ku-th'-pel, 55 distant, the price is nearly $300, and 10 il increases until Ching ting is reached where the price is nominally $13 to $14, but I never saw conl used in this place at all. Chang Chih-tung appear to believe that coal which of the nearest railway station costs $14 can advantageously be sent to some other place by rail, No, there is no remedy except a branch line into Shansi itself, which very soon would be extended from T'ai-yuan Fu down the valley ofthe Fen river. I bave been in many places in Shansi, but nowhere was the price of coal more, and in most places much less than two cath per catty, so here there would be a cheap and plentiful supply. Besides the soil is very rich; and would allow of a great export of other produce, while Western Chibli fe sandy with sand-drifts visible everywhere; in fact the walls of Ching-ting are half buried in sand. The underlying stratum is the less formation, which in many places comes to the surface, so that very likely ages ago the land has been very rich now it is poor, and is evidently being ruined more and more by sand which is blown from the banks of the many small rivers which

stream down from mountains.

If no thought be given to this branch line intending shareholders will probably find the Peking Hanker line a poor investment, however beneficial the line may be, for strategical and political purposes. One great evil will result from the non-construction of the Tungchaw line, namely that private men of wealth who might have come forward now the start is made, have seen that those who, expecting that the connec- tion with Peking would follow immediately on the completion of the Taku-Tientsin lins, have been greatly disappointed.

October 5th, 1889 Tientsin is now simply "rawded" with agents of foreign fims of all nationalities anxious either. to negotiate with the Chinese Government for rail- way loans, or to sell railway material and plant. To the various es quiries of these numerous agents whose name is legion, the Viceroy and his sub- ordinate officials have, so far, javariably given for answer that nothing has been settled yet, and will not be, until the Seventh Prince and Chang Chih-tung shall Lavo arranged their differences of opinion over the sinews of war, as to the best manner of raising the requisite capital for building the railways, and that Li Chung-tang, having already presented his views on the subject to the Throne, is contented to wait without joining issue with either of the dissentients. Meanwhile the man, who exercises the most patience, and above all, possesses the most unlimited command of dollars for purposes of negotiation, will win in the end,

Hankow, October 7th, 1889. Incessant rains have brought the river up 48 feet, and it is still rising; it is now nearly two feet all over the concession, and many of the streets through the city are flooded. For the present business is quite at a stand-still, while all the carpenters are hard at work building stagings through the streets. The river bas risen very rapidly and so unexpectedly that no one was at all prepared. It had fallen nearly a foot and everybody was feeling pretty sure that we had escaped a flood. The water had been dammed off from the race-course and we were looking forward with pleasure to the Autumn race meeting, when suddenly the river com- menced to rise, the bank giving way, and there is now several feet of water on the race-courst,

The squadron will be absent for two years and no one will deny that, educa. tionally speaking at least, the cruise will be most satisfactory to all those who take part in it, and should further prove a very useful lesson to China's budding navy.
