When this was gone he mortraged his civil list for the sums necessary to keep the African State moving along, and to-day the Rothschilds hold mortgages against him aggre, gating 16,000,000 franci.
Leopold has entirely ruined himself financially with this pet hobby, and finds himself in a position now where the only course left to him is to abdicate. An effort will be made to induce the Belgian Chamber to take the burden of running the Congo Free State upon them selves, but there is no likelihood that this plan will succeed.
The fact is the King's subjects scarcely share his enthusiasm for Africa, and are not likely to vote the vast sum, the absorption of this State would call for. So it is quite likely the Conge State will be peddled about Europe and may be had for the asking..

M. Thiesse, Boulangist member of the Chamber of Deputies, was arrested to-day, together with seventy-eight other persons, for resisting the police at last night's meeting. Thiesse was afterward released.

LUCERNE, August goth, Washburne, American Minister at Berne, has laid a formal protest before the Swiss Federal Council against the arrest of four American tourists on the platform at the Berne railway station. They were suspected of being pick pockets, and were kept for two days in miserable cells and then liberated without explanation or apology. They were making a tour of Switzer land and were quietly waiting for their train, when arrested. Heavy damages are claimed on
their behalf.

An epileptic in the Hospital for Incurables in this city, to-day made an attack with a razor spon the other patients in the institution, who were in bed at the time. He badly gashed the throats of twenty of them, killing three.

A meeting of the bondholders of the Oregonian CHINA COAST METEOROLOGICAL Railway Company was held to-day at the office of the Company in Dundee, Scotland. By a unanimous vote the sale of the railroad to C, P.. Huntington for £100,000 was approved. The company had lost at the rate of 200 weekly in interest, and desired to consummate the sale as rapidly as possible.
