Take the nearest example of this, the Naval School at the Eastern Arsenal In that establishment the Chinese Government profits by the services of two of the most accom plished scientific men in the English navy, an ell as of a thoroughly trained schoolmaster competent to manage a public school. The work poes on so smoothly that the establishment is little heard of except at the periodical examina, fins, and not much even thes. But the attain- ments of the pupils in all branches of theoretical and some of practical naval science are such as te have drawn the unqualified admiration of the professional examiners both last year, and this, "Me an' my ole woman hey, stood by each It is true we have only to cross the tiver ather fur nigh onto fifty y'ars, an' we ar gwine to find AS instance of the contrary, into sail in de same boat clar down to de bank of the Military School, where, though, the services de dark ribber. China, for an engineer to be master of his pro- fession: to succeed in-anything he must also be a diplomatist, a political economist, and a man of infinite forbearance. Soft he must not be, ret elastic and flexible; his tread firm, but not noisy: like the pertinacious and and meek eyed camel rather than the fiery iron-shod charger. It is quite surprising how much talent is thrown away through people assenting them. selves with too much emphasis, and there, is an art in yielding to even the puerile exactions -of Chinese employers without making any aubstantial sacrifice either of truth or efficiency. The Chinese foible is vanity, which makes it sexy to humbug them, and it is often remarked that they like being fooled. Between two competitors for a contract the one who distributes the most pigment on his drawings is sure to be preferred by the higher fficials, and as it costs nothing to humour so harmless a taste, men with the severest sense of duty may in this respect copy the tactics of their meretricious eighbours. An expert, to succeed, must not only bear with incessant small interferences by ignorant persons, but a'perfectly pure and upright-man must not allow his equanimity to be disturbed when he finds himself calmly credited with the fall measure of corruptibility of the most venal of Chinese officials. A disinterested man doing his duty from a mere instinct of duty is phenomenon which is scarcely intelligible to the Chinese, and indeed it is only partially so among Christian nations. Consequently a really good man will never be appreciated until the aire comes to build his tomb, and even then it will not be for his best qualities, but for something to which be could probably lay small claim that his memory will be honoured. These and a thousand' more sources of annoyance, vexation, and mortl- fication, must the servant of the Chinese be pre- pared to face, just as the traveller in the desert has to face sand storms, thirst, and privations of every kind. And what is to the professional man perhaps most difficult to bear, he must also put with the flippant criticisms of amateurs or of pseudo-professionals, whose opinion his Chinese employers will be sure to ask, and then pose him with queries as to whether nature does or does not abhor
a vacuum, and whether this or that might not have been other wise. It is clear, therefore, that the execu-NOTRE tive staff of any Chinese e terprise at of the Company will be held at the Company's more especially of such as are original in the country, should be composed of highly efficient Registered Office, No. 13. To say that the scientific staff of the China Railway Company fulfilled these condi. tions in a remarkable degree would be them no less than justice; and indeed the Rail. way engineers and others are standing examples | of the frequent remark that China gets exceed. ingly good service from her foreign employés.— Chinese Times..
