Sir Charles Warren, chief of the metropolitan police, has decided to employ bloodhounds to discover the perpetrator of the Whitechapel murders. The police place confidence in the story of George M. Dodge, the seaman, who states that in August last he met a Malay cook named Alaska, in London; that Alaska told him he had been robbed of all he had by a woman of the town, and threatened unless he found the woman and recovered his property, he would kill and mutilate every Whitechapel woman he met. The police are searching everywhere for the Malay.

Acting on information, those investigating the Whitechapel murders seized and occupied several houses in that section.

It is reported that the artists who took part in the state concert at Vienna yesterday are greally disappointed that Kaiser Wilhelm gave no signal of applause. Mme. Pauline Lucca was specially annoyed. After the concert the Kaiser asked her if he should have the pleasure of hearing her in Berlin. The prima donna replied, very saucily, "I don't think I shall go to Berlin."

The International Bak of Berlin has been founded with a capital of $5,000,000. It absorbs Goldberger's banking business, without taking his liabilities. The directors include Gold berger and Dessauer, the manager of Rothschild's Vienna house, who are president and vice- president respectively, The committee of trustees are Born, Goldberger and Kieschke. The other trustees are Minister Hoffman, Polack, Borkemann, Schlesinger of Vienna and Papa- katke of Paris.

ST. PETERSBURG, October 7th. The Government has authorized the Imperial Bank to make a fresh issue of 15,000,000 roubles in temporary credit notes guaranteed by gold belonging to the bank.

BERLIN, October 7th. Professor Geffcken in exercised over what he

considers the unnecessary revision of the late Emperor Frederick's diary before giving it to the Deutsche Rundschau and Editor Radenberg is exeicised much more. Herr Rodenberg stopped all work immediately on hearing of the trouble over the publication, and sent n'telegramn placing himself at the disposal of the Government. But the publishers had already revealed Geficken's name, much to Herr Rodenberg's surprise.

Dr. Brohmerte, under the title of "Emperor Frederick as a Friend of the People," has published a sixty-page pamphlet containing con- tributions from the chief promoters of philan- thropy in the kingdom who met Emperor Frederick in that connection. Contributors | include Von Bunsen, Curtins, Eberīz, Greist and Schrader. The pamphlet gives trustworthy infor- mation regarding the sentiments, aims and acte of Frederick. Professor Curtin says that the trait of magnaminity was a characteristic of the late Emperor from childhood. Bunsen writes: "With nothing was the soul of Frederick more deeply penetrated from his earliest years than with the desire of the welfare of all classes of the people,"
