LONDON, July 13th. - L'Univers of Paris declares that the Popt, in view of the attitude of the Italian Government and looking into the future, is negotiating for the purchase of an islet in the Mediterranean, near the French coast, whither he and his house hold will retiro when it becomes necessary to leave Rome. A Council of the Vatican is now engaged in earnestly discussing the situation, and there is a general consensus of opinion that their departure from Italy should not be long delayed. Some prelates favor a'retreat to Malta. No decision has been reached in relation to the future sent of the Holy See.

The differences between the factions of the Liberal party threaten to destroy the Cobden Club. In view of internal troubles, the usual annual festival of the club will be abandoned. The club has decided hereafter to confine its efforts to combating protection.

At a meeting of officers and Directors of the American Exchange to-day it was decided to sell out the Paris Exchange. The fate of the London Exchange will be decided Monday.

In the Italian Chamber of Deputies to-day Signor Peruzza, a member of the Right, proposed to include in the Commercial Reform Bill a clause granting a franchise to women. Prime Minister Crispi declared such an innovation Inexpedient. The proposal did not conform with public opinion. He would leave it to the Chamber, however, to decide the question. A vote was taken and the proposal, rejected by h narrow majority.

BERLIN, July 13th. Ten days ago Professor Bilbroth successfully partially extirpated the lamnyx and one vocal chord of a man suffering from cancer of the throat, similar to the case of the late Kaiser. The man is pronounced completely cured. He breathes easily without the canula, has a good appetite, and in every respect he is rid of the disease by this heroic treatment, without per- manent Inconvenience. This fact increases the virulence of the attacks on Mackenzie.

Quile a succession of disasters have occurred recently, in Japan.
