It appears that by the earliest Royst Instruc tions the Governor was empowered to appoint three members of the Council, and that he exer cised this power in 1848 in favour of General D'Aguilar, then commanding, the troops; but this officer's name.does not appear In the blue book as a member of Council after 1844, and the subsequent commanding officers appear not to have been so appointed up to 1859, when the instructions were revoked.

In 1855, however, Colonel Caine, the Lieutenant Governor, was appointed personally by warrant under the sign manual, but itdoes not seem that any subsequent commanding officer has sat in the Legislative Council.

The Sanitary Board is unanimously of opinion that no sanitary measure will con- duce more to the order, health and cleanliness of Chinese tenements thanthe wide establishnient of freelatrines forthe people, and it therefore strongly urges the Government to adopt the proposition, which in truth is nothing more than a repetition of an old scheme urged on Governor Hennessy in 1879, by the writer.

3-The Sanitary Board finds, however, that the realisation of the project is attended by the serious drawback of undue expense in the acqui- sition of land to be purchased for latrine sites, and in this difficulty would recommend that a wholesale resumption of ground should not be made now, but that in preference, suitable sites should be bought from time to time, as they fall vacant, or as opportunity offers, until in course of time the whole town shall have attained ille requisite number of free public latrines.

4-It happens, however, that in several pealities where the population is most dense, and where latrines are most needed, the Govern- ment still does possess small pieces of land that might be availed of for building an. A list of these sites is annexed, together with the cost of erecting suitable latrines upon them, and 1 am. to recommend on behalf of the Board, that the Government set on hand the construction of six public latrines in the localities named at a total cost of $17,700-this amount to benow advanced from ordinary revenue and to be refunded to the Colonial Treasury later on, from the Public Loan which it in contemplated to raise. 1 bave, &c.,

11-It has lately become the practice to de- signate in the Royal Instructions only two or three offices for seats-ex-officio, ao as to allow of the selection for the remaining Official seats in the Legislative Council of those office holders 6-In one corner of the Chinese Recreation ground who at the time may appear to be personally or in respect of their duties best fitted to be members. This practice will be followed in the additional Instructions now in course of preparation, and by applying the same practice to the Executive Council the locum tenens of the Registrar Gen- eral or“ veyor General will be excluded unless provisionally appointed by the Governor under _Article ¡V. of the Royal Instrucilons of the gih of Apill, 1877. Your suggestion in paragraph 7 (c) of your despatch will thus be carried out.

I have the honour to apply for the consent of the Officer Administering the Government to an application being made to the Finance Com. mittee for the sum of $1,335 to defray the cost of laying a cable (telegraphic sub-marine) be tween Hongkong and Kowloon, to replace the old and defective one-laid some years ago, and which is now in such bad repair as to render it waste of money to make more patches to it. The presence of the telegraphic ship Sherard Osborne in the harbour for one day has been an opportunity to execute this work which may not recur for many months, and it was accordingly availed of

. A match, twelve aside, between teams repre. Boo.no,senting the above named contingents was com

menced on the Cricket Ground yesterday after- 2,900,00.. noon. The weather was everything that could be desired for enjoyable cricket and the "olo man" had selected a capital pitch. The non- descripts took first innings and some good play was shown, the Universities and Public Schools being treated to a rare dose of leather hunting, mainly through the exertions of Rice and Hynes, these two seasoned batsmen keeping possession of the wickets throughout the afternoon, and eventually retiring with 75 and gorespectively -standing to their credit in the score book. At gunfire the privately educated ones were still in possession, having amassed therespectable tota! of-210-runs-with-three wickets still to fall There was a large attendance of spectators to witness the match, and proceedings were won- derfully enlivened by the presence of the band. of the French flagship, Victorieuse, which, by the kind permission of Admiral Meyer and the officers of the vessel, played a choice selection of music in excellent style.

16th October, 1883- SIR-I have the honour to submit herewith the enclosed schedule of damages done to the roads, streets, bridges and water works &c., of the Island and Kowloon by three great storms of the 11th, 12th, and 13th September last.

2. This assessment of damages, which is based on the schedule of prices in force in this Department, does not represent the whole of the destruction occasioned by the three storms, but as it would take a very long time to prepare a complete schedule, more especially in re spect of the districts at the further end of the Island, I deem it preferable to submit the en- closed in an imperfect state rather than incur further delay.

3-I may mention that although the three storms completely annihilated and offaced por- tions of the Shek O and Cape D'Aguilar Road, the restoration of this road, which was built from Light house funds and has always been consi- dered an adjunct of the Cape D'Aguilar Estab- Bishment, is not included in the schedule, as I consider the matter has been sufficiently dealt with already in my letter of the 19th December 1882 (C.8.0. Number 4458, 1884).
