SHANGHAI,

The District of Anwhei at the present time is

and the

suffering from local authorities have been praying for rain. If this particular prayer should be heard, the crops in the district will be tolerably good.

th, at

The German Consul General Dr. J. Lührsen, arrived to day by the Nagoya Maru. He came vin America. He was in the Office of Foreign Affairs at Berlin. It is, wo, believe, the first

Gabriel, the Acting Vice-Consul, and several of office he has held in the Consular service. Dr.

the prominent German residents were at the Mitsu Bishi wharf to receive him.

Four of the Yangtze guard boats are being built to the order of the Viceroy Tso Kung Pao. Two by Messrs. S. C. Farnham & Co., and two by Messrs. Boyd & Co. One was launched at each yard yesterday. They are to be armed with seven ton Armstrong guns; four of which will be made at the Kiangnan Arsenal, and eight are ordered-from home.

We hear that during the month of August five steamers called at the new port of Jenchuan; two were from Shanghai, and three were from Japan. There were also eight sailing ves sels, mostly from Japan. Not bad for a pert which may be said to have only been opened to foreign trade yesterday. We understand that great activity prevails in the building line in the new port of Jenchuan and that car penters are at a premium. A few Chipcse carpenters would no doubt find remunerative employment. Native papers please copy. ́.

ICE

TO THE EDITOR OF THE "HONCKong Telegraph." SIR,~So much has already been said apon the subject of the starting of the new Victoria lee Company, that it would be next to useless to come forward with any more arguments either pro or con, were it not for the fact that the ice- consuming public have not yet said a word on the subject either one way or the other.

Now, Sir, I am no shareholder in the present existing Ice Company, nor a prospective one in THE MUSICAL AND VOCAL CONCERT (TO DE NAMED BY THE SHAREHOLDERS AS SOON

that which is in course of formation, for the simple reason and a very good reason too--that I have not the means wherewith to invest in any shares.” That there are'a great many more like me in this respect in this Colony you cannot for a moment doubt. I like ice in the summer time, and so do a great many more, but at the rate of two cents per pound it ceases to be an article of necessity and only becomes one of luxury far beyond·| the reach of thousands who would gladly purchase the commodity were it within the. reach of their means. If ice can be furnished at a cheaper rate than the present one, by having two ice companies in the Colony, by all means let us have them, and ample support to return profit to the shareholders in both companies will not be wanting: I speak from dat I personally know. I know that the ma- jority of the fisherman, bound to Canton with their finny freight, use a great deal of ice to preserve their fish en roule, yet the present consumption would be increased ten-fold if ice-ware to be ob tained at a fourth of the price now charged by the Hongkong Ice Company.

stated that the authorities at Badajoz and Sco d'Urgel have been dismissed from their posts. With the exception of Badajoz, all the places where risings have taken place are in the north of Spain; close to the old Carlist district. Four of the sergeants of the Numancia Lancers have been tried by court-martial and shot. A Madrid correspondent has given some account of the

the army in a Republican conspiracy:"When reasons which have induced the participation of

King Alfonso came to the throne he found an. excess of 22,000 officers in the army. The only | way to remedy this state of things was to stop „promation, “and to place the greater number of the officers on the reserve list. Both steps were bitterly resented by subalterns and sergeants in active service, and by retired superior officers.

So much for the fisherman, now for the shore- consumers of ice. This can be briefly described by stating that once ice is made cheap in this colony, it will no longer be a luxury but, will be-

come a necessity............

I say no more and leave the public 'to decide whether, after what I have just stated, there is room for two or more ice manufacturing com- panies or not.
