This might be expected from a capital of Spo,coo souls situated in the Goth degree north latitude. The Ermitage Museum, which contains 54 Rembrandts, is only visited by the public in evening dress. The railway carriages in point of luxury leave all those of western nations in the shade. French correspondents complain that their medals in bronze had the indication in the Russian and "German" languages, and that reporting was difficult. For these Extraordinary Sanitary Works, which will also require several years to complete, a further sum estimated at $1,000,000 is required. It seems a proper coure to adopt to defray these extraordinary works from loan, which, how ever, need not be raised until the avaliable assets

It has been suggested; therefore, and the Finance Committee have approved the sugges tion, that the money required for these caror dinary works should be advanced from reserved balances, to be subsequently refunded when the loan has been effected. The reserved balances would then remain available for defraying ordin ary expenditure on Public Works, as well as that on the Taitam: Water Works, which, ac cording to the Secretary of State's Instructions was to be paid for out of the
