The decrepit Empire of China la involved in sea of troubles. Pressed closely by Russia on the west and threatened by Japan on the e, she of a collision on her southern frontier. China has is now exposed to even more imminent danger for centuries claimed a nominal reignty or protectorate over the province of Tongin, which w century ago, was annexed to the Empire of was once conquered by her arms, but which about Anam. The Emperor of Anam is the nominal monarch of 15,000,000 subjects, but since 1863 his power has existed at the suferance of the French, who in that year took permanent posses sion of the six southernmost provinces, generally known as French Cochin China, and twelve years later, or in 1874, assumed à protectorate over the whole of the Anamese dominions.

The position of the province of Tonquin, over which all the trouble between France and China has occurred, was a peculiar one, even before the former Power extended a protectorate over the feeble Emperor of Again. Acknowledged to be a part of the Empire of Anam, it was yet claimed to be "under the suzerainty of China. The grand total of the lives lost by collisions and other casualties was 1,789 in 1879-80; it rose to 2421 in 1880-81, and in 1881-82, the last year included in the Return, it was 3,373. These are the losses of our mercantile marine. Camunities to fishing beat are pot included in the Return, so that the explanation sometimes attempted to be made that storms have been fatal to fishermen. is not applicable. The figures differ somewhat from those quoted by Mr. Chamberlain, for two rea- sons. He excluded strandings and collisions, and gave the figures for complete years from January to December whereas the years of this Return rum, from the 1st of July to the soth of June. But they equally bear out his con for trade.
