Messrs. Harland and Wolff, of Belfast, have launched a vessel named the Fingal, which is aid to be the largest sailing vessel afloat. She is intended for the Calcutta trade. Her dimen sions are as follows:-Length 3 ft., breadth of beam 47ft. 6in, and registered tonnage 2,518 tons. She will be capable of caying a dead weight of 4.202 tops, and is classed ice At at Lloyd's. She is constructed of steel.

SKANOHAḥ, May 16th, 1883 Rumour is current here to the effect that one

of the largest and wealthiest films in this place has definitely arranged for the purchase of a fine fleet of suitable steamers, for the Coast Trade of China, and that the new company will be in full swing during 1884. If this be so, and the steamers are as I hear really suitable to the Coast Trade, then a very hard hit will have been made at the existing coasting companies, more particularly so at the Chinese Company, for none of them pos- ress such steamers as the nature of the trade and the climate demands,

Taking it for granted that such a company. actually commences to work, then I wonder how the mortgaged property (in this line) of Li Hung Chang will look ?

For a long time past first class Chinese and European passengers have been obliged to travel by the mail hence to your part and vice versa; and have often inconvenienced themselves to do so rather than travel in the nasty cramped up regular coasters; so we shall hail with pleasure theatrival of really first class suitable coasters in these waters.

His Highness the Maharajah of Johore left for Japan this moming. He paid official visits to the various consuls here and occupied a good deal of his time in viewing the wonders of the Model Settlement; but did so under the most unfavourable circumstances, for rain, rain, rain, has been the order of the day almost ever since H. H. favoured the part with his presence. It is understood that the Rajah will return to the Straits via Shanghat in the course of a few

weeks.

As regards telegraphs it is pretty well under- stood here that the Eastern Extension Austral- asian and China Telegraph Company have ar-

ranged with the Chinese, at last, to have their cable landed at Woosung close to where the Danish cable is landed and to connect thence to Shanghai by land wire a distance of 36 I, which land line, however, is Chinese property and for the use of it zi per cent of the gross earnings of the Company will have to be paid to the Chinese Telegraph administration. On did that the Danish Company will also have to pay 24 per cent out of their gross earnings to the Chinese, but I query this.

Wonders will never end surely, just imagine the Municipal Council of this place, have actually Issued instructions to the police to shoot all stray dogs they catch in future. The following from the correspondence just published by order of the M. C. may be of interest to some of your readers. The Superintendent of Police reports that from 9th March to 6th May, 652 dogs have been caught by the police, of which 143 were killed and 510 sent to the refuge. Ofthe latter 41 died 64 were claimed and given up, and 2 escaped leaving 403 now in the Refuge, all which have had their cars cut, so that they would be easily recognized if allowed to escape”,

Decided to have all the dogs caught by the Police shot, as recommended by Health Öficer, and not to give up any more to the Benevolent Society.

The negotiations on the Opium Question are, we believe, progressing, though slowly. As would be inferred from the corespondence on the question that was published fast autumn, H.M. Government are willing to concede a fur- ther increase in duty and lekin, provided that sufficient arantees are given that no further charges will be made above the authorized duty, and that the stipulations are properly carried out with respect to the question of lekin dues, not only on Opium, but on ail foreign goods.

On the 3rd inst. a trial was made with the electric light on board of the Chinese frigate Ting Yuen, at Stettin, in presence of a number of spectators. The Vulcan Company, which built the frigate, has furnished her with two dynamo from Schucken's factory at Nurenberg, Bayatia, cach of which places 140 Edison langs in action. Of these latter 20 give a lighting power of 16 candles, and 100 of 8 candles each: All parts of the splendid vessel are thus provided with the new light, and it was found thatthe use of one engine was quite sufficient to give the require at a cost of £1,50 ed power. The wholeapparatus was constructed

Many reports on the Tong King Question have recently been circulated, to the effect that the subject under dispute had been settled, and giving terms which could not be acceptable to either pary. Many of these statements have emanated from Vienna, than which there is no more. fertile spot for diplomatic rumours of a more or less imaginary nature in the whole of Europe. We believe there is not the slightest foundation for the announcement that has been made. Perhaps at no time have the French and Chinese been further from coming to an arrange ment on the Tong King Question than they are at the present moment. Negotiations on the subject have now been resumed with the French Government at Paris, through the Marquis Titng.

Mr. Justice Chity in the negative. Domicile disputes are common enough, and are very often extremely. difficult to decide. The law is clear, but the LESSEE and MANAGEKE. S. The case of Tootal's trusts belongs to a wholly different class. The facts were in no dispute. It was not claimed for Mr. Tootal that his residence in China had given him a Chinese domicle, and had se freed himself and his property from the operation of the Eng- lish law. The objection to such a plea as would have been too strong for it to have been urged to any purpesc. It has been laid down that the natural immiscibility of the Eastern and Westesa natione raises every Presumption against the intention of British Christian subjects voluntarily to become domiciled in the dominions of an Asiatic sovereign, nor is it likely that Mr. Tootal's legatees would have gained much by a plea which would I have placed The testator's effects within the power of a native

There is such a thing known THE MILITARY AND NAVY, to the law as an Anglo-Indian domicile. Why not, therefore, an Anglo-Chinese, in circumstances somewhat parallel? if any, the judgment does not say. It secnis, too, to have been in some degiet a matter of accident that Tootal's case has came at all within the jurisdiction of a Court in this country. It was urged for the executors that if the

the whole property had been left to residents in China the Inland Revenue Commissioners could have got no information about it and could not have insisted upon being furnished with any by the Shanghai Court. Again, there was one be- quest to a Chinese subject. Would it be com petent for a Chinese Court to step in and enforce this, jointly with the English Court? The de- cision, too, is a little hard upon the legatces in this country. The duty is payable upon the whole estate. It must be exacted from that portion of it which has been sent over for distribution, so that the legateen of a part of the fund will be taxed for legacy duty upon the whole. The case, as Mr. Justice Chilly observed, is exceptional.' The

question raised in it arises from special and exceptional circumstances. But these, we should have up- posed, must often have occurred before. The Treaties under which the Chinese Treaty Portt are regulated are of old date. It is strange that from 1858 to the present day no such question should have been raised as that which Mr. ATLANTIC AND OTHER CONNECTING Justice Chitty's decision has now at length laid

With reference to the Revision of the Treaties with Japan we understand that Her Majesty's Government are desirous of getting the opinions of the other European Governments interested, and that representations on the subject have taken place. As has been already stated, it is under- slood that the enhanced Tariff will be con- ceded on the basis that the additional revenue shall be employed, for the present in putting the paper currency in a more satisfactory condition. The Convention on Trade will, we believe, be concluded between the two Govern ments directly, while such matters as extra- territoriality which it is well understood that the Government do not intend to relinquish at present-H.M.'s Government will wait to have an expression of opinion from the other foreign Powers interested.
