The ramour of an impending war between France and China is freely discussed French officials talk in one breath of the injury inflicted on the Catholic religion by the Annamese and the sharp lesson such small ships as the Lutin and Adonis can teach them in the upper waters. As to being prevented by the Chinese from doingHE Steamship what they like in Tonquin, there are few French- men in the East who do not smile at the iden as utterly preposterous. Not long since M. Bourée, the French Minister at Peking, expressed the opinion that the Russians would have captured the capital of China with case, that the Chinese could make no fight against a European Power, and that the way the Russians yielded to the Chinese in the recent retrocession of Kuldja was inexplicable. On the other hand, an eminent, foreigner in the employment of the Chipese Go vernment, bearing that this had been said, re- marked, "If the Russian Admiral had landed his troops and marched on Peking most of them would never have seen their ship again." But,. in justice to the French Minister, it must be ad- mitted that in this matter he only spoke the mind of his diplomatic colleagues, from Europe.
In considering the possibility of a war in the Far East, it is well to keep in mind this over- weening confidence of the foreigner, and especially the Gallic foreigner, in his own military ind

To lose their proud position as protector of the Catholic Church, the real friend of religion and Christanity and humble servant (in Peking) of Pope Leo XII-to lose all this ought not to grieve the present Cabinet in Paris very much. But whether France won or lost, there is one European nation that would be no gainer by a war in the China Sea, and that is Great Britain. The broad fact as to the trade in that part of the world is, that it is practically in the hands of the English and the Chinese. The small proportion leftdotis Erench, Germans, Halians, and Dutch is becoming less year by
year.
Hongkong is admirably situated as a trading depot. The geographical relations of Hongkong and China are so close, and complicated that, belligerents hanging about the waters of the colony would cause endless embarrassment to the local Government and the local traders. A. French naval officer said to me when this Ton- quin question was first mooted, "If the Chinese were foolish enough to try to prevent us from annexing Tonquin we would soon turn the key of the Haikwan's Treasury-chest by stopping the whole of the junketrade-in-epiam-No doubt whatever the ultimate result might be, an imme diate effect of a war between China and a great naval Power would be a serious blow to the
opium trade. The effect of such a sudden stroke would be felt outside of China. Lord Hartington and the Viceroy of India would have to revise their estimates and look out for a more legiti- mate source of income. To British trade in general a war between France and China would time cripple the commerce of Hongkong. But be anything but satisfactory. It would for a its indirect injury by cutting us off from the markets in the interior and by checking the peaceful development of China that is now going on would be still more serious.
The Empress Regent of China is a determined and able woman. The Grand Secretary, Li Hung Chang, Prince Kung, General Tso, and ether advisers of Her Majesty are not excelled by any statesmen in the world in true wisdom and auch practical statecraft as their country requires. They will not yield a-jot to the pre- tensions of France in the China Sea.
But it may be asked why should I describe as "pretensions" the claims of France to protect the native Catholics and support the Roman missionaries with gunboats ? I cannot speculate on the conscientious scruples that underlie the oggressive Christianity of the Freycinet and Duclerc Cabinets, but I have heard native Catholics, from Annam to the northern province of the Empire of China, objecting to the gunboat. policy of France on the ground that it does them the native Catholics) no good; indeed, on the contrary, that it endangers their lives, and prevents them from talking about Christianity to their neighbours.
