THE "FEI LUNG" EXPLOSION. TO THE EDITOR of the "HongkONG TELEGRAPH."

SIR,It seems to me the author of "Notes by the way" in the, China Mall (like many other advanced men) has been born before his time, judging from his remarke last Saturday to the effect that, the result of the late accident to the steam launch Fei-lung is a grim criticism of the policy which draws the line of official care at passenger steamers.

In regard to such matters I think we cannot, do better than follow the lead of home practice, which has always been not to unnecessarily in terfere with the responsibility and freedom of individuals, at the same time to give a special supervision to all steam vessels licensed to carry

passengers.

The

law at home, and also in India and the Australian Colonies provides not only for the surveying of passenger steamers, but it requires that at least one of the engineers shall possess a certificate of ability; while in all steamers, such a row boats, steam colliers, or purely cargo steamers, In local waters, no such certificate is required. I would therefore recommend that, be fore we go ahead of home practice twe first come up to it, and see that the men in charge of the bailers of passenger launches know something about their duties and responsibilities. Does it not seem rather childish for the Author of "Notes by the way" to advance as an argument that Government should interfere in such steamers as the Feilung because such craft are sometimes hired for shooting parties and picnics? Surely if the government surveys and provides certain launches with passenger Certificates, and the face of such provisions the aforementioned author and his friends will, piggy-like, prefer one that has no such guarantee of safety "govem ment cannot be blamed! It would be quite as reasonable to grumble because it did not provide policemen to watch their erring footsteps and keep them from wandering in the paths of danger. Let us hope the majority of such weak. lings are still under maternal care.

Sik-Every day between the hours of one and three a crowd of young blackguards is let loose outside the gate of Peddar's Hill, to make day hideous, and prove a source of much discomfort and annoyance to residents in the adjacent houses in Wyndham Street, who, like myself, are frequently at home-between these hours. This nuisance has been brought under the notice of the police, but without any result. Surely the rate-payers of the colony are entitled to protec tion from nuisances of this kind! Perhaps if you will be kind enough to sentiate this grievance In your widely circulated and very valuable Joumal, the authorities may see their way to taking some action in the matter.
