The Congress was husily occupied in all its departments in reading and discussing papers, The inaugural address for the day was that of Mr. Bristowe, QC, "On Jurisprudence and the Amendment of the Law.” He advocated, as re- | forms still to be sought, an effective Rivers Pollu- tion Prevention Act, the codification of our law, the remedying of defects in our Jury System, the conferir of greater privileges upon accused persons, Amendment in the Law of Morimain, an improvement in respect to the trial of ec- clesiastical causes, the abolition of the sale of next presentations, an Amendment of the Law of Bankruptcy, and that real estate should be dealt with in the same way as personal in case of in- testacy. The last named subject was discussed at some length in the Municipal Law Section.
Messrs. Scott and Co., Greenock, launched from their yard at Cartsdyke on the 19th inst. a fingly.modelled screw steamer of 1,700 tuns register and 200-horse power noininal. The dimensions are 272 feet long, 35 feet broad, and 23 feet 6 inches deep. She is a sister steaner to the Wampon, whose launch by the same firm we recently reported. On leaving the ways the vessel was named the 'oosung. Her owners are Messrs. Jolm Swire and Sons, London, and she is intended to augment their fleet for the China trade. The vessel is now being prepared for sea in the East India Harbour at Grechock. This steamer is the fourth of six boats that have been contracted for by Messrs. Scott and Co. with Messrs. John Swire and Sons. The following is a complete list of the same:-The Chungking, 1,300 tons, has already arrived out in China, and the Puchang, of the same dimensions, is now on her outward voyage. The other four vessels are each of 1,700 tons. The ampoa is now loading, the Wearung launched, and the Zaiwan und Chang Chow are being built,”
The Line, 5, double-screw composite gun- vessel, 767 tons, 1040-horse power, was com missioned on the 19th inst., at Chatham, by Commander Harris, with a crew of 82 officers and men, for the China station. THE HONGKONG TELEGRAPH, SATURDAY, OCTOBER 28, 1882.
The American schooner Transit, reported seized at Cape Gracias a Dios, Nicaragua, was captured by revolutionists, who hoped they could thus capture San Juan Del Norte, generally called Greytown. A man anmed Emeliano Herrera seized the town, and declared himself "Chief of the Provisional Government of the Atlantic Coast," and under his authorization the schooner Transit was seized. She was subsequently recap. tured by Captais Thompson and his men, and the rebels carried to Bluefield, Nicaragua, and delivered into the custody of the United States Consul. After the Transit left Cape Gracias a Dios the populace rose against the rebels, seized them, executed the two leaders, Emeliano Herrera and Miguel Crier, and thus peace was at once restored The Consul took the prisoners delivered to him by Captain Thompson to Georgetown and turned them over to the Nicaraguan Govern or of that part, who in turn sent thens to Granada, where they now are in prison awaiting trial..

Sir David Wedderburn, till recently M.P. for the Haddington District of Burghs, died on the 18th inst. at Inveresk Lodge, Musselburgh, the residence of his brother-in-law, General Hope. He had been in ill-health for a considerable time, but about ten days ago had a severe attack of haemorrhage of the lungs, from which he never rallied. Hern at Bombay in 1835, the deceased was the cklest surviving son of Sir John, the second baronet, whom he succeeded in 1862. Sit David was educated at Trinity College, Cans bridge, where he graduated B.A. in 1858. He was called to the Scottish Bar in 1861, but never practised. He travelled a great deal, visiting In- dia, Australia, China, Japan, and the United States, Sir David also took great interest in several of our far off colonies, such as Ceylon, and ocasionally Hongkong. His name appear ed on the records of the House of Commons, whenever any question was on referring to the

He represented South Ayrshire in Parliament in the Liberal interest from De-Egyptian question, says England has no selfish cember, 1868, to February, 1874, and the Had-object.
