BOMBAY, October 4th. The news of the victory at Tel-el-Kebir caused intense excitement in London; crowds collected round the corners of the streets, where the news- paper boys drove a roaring trade. Joy bells were rung; salutes fired; crowds turned out and cheered for Sir Garnet Wolseley and his gallant troops. Never since the fall of Sebastopol hnd national anxiety been so roused onso satisfactorily allayed, The news produced a complete revolution of feeling on the continent
The bulk of the French papers are friendly. The German organs are either more openly friendly or more distinctly bitter than the French.
Russia is intent on obtaining Armenia as com- pensation for the increasing influence of England in the East. Military preparations in Bessarabia and Trans-Caucasia are apparently intended to support her diplomatic action.
The chances of accomplishing the Panama Canal grow more and more remote.
LONDON, October 4th The Indian troops previous to their departure from Cairo were reviewed by Sir Garnet Wolse ley.
