LEEDS has been seriously exercised lately upon the question of marriage with a deceased wife's sister, and a meeting in favour of altering the present law was recently held in the Mayor's parlour. Is Europe, accidents involving personal injuries attributable to culpable negligencc on the part of the owners or servants of railway or steamer companies, are now happily very rare. That this is so. is owing in a great measure to the liberal and substantial damages awarded by juries in all cases where personal injury has been proved to have resulted from negligence.

SOME observations recently made by General Skobeleff at St. Petersburg possess special in terest for Englishmen. He expressed a great admiration for General Roberts, whom he ranked higher than Sir Garnet Wolseley, although he shares the views of the latter concerning the ad- vantages of short service. The Rev. Peter McPhilpin, E.C., of Athenry, co Galway, appeared at the Petty Sessions, on April 4 to answer a suminons charging him with having on March 5, in the Roman Catholic Chapel at Athenry, endeavoured to stir up hatred and ill-will against the Royal Irish Constabulary.
