4. The importance which Government attaches to social welfare work in the Colony was emphasized by the interest shown by the Governor and Lady Grantham, who visited many centres and welfare institutions in the course of the year. Special mention must also be made of the visits of the Secretary of State for the Colonies and Lady Patricia Lennox-Boyd, and of Mr. J. C. McDouall, formerly Social Welfare Officer in Hong Kong.

CHAPTER II

THE SOCIAL WELFARE OFFICE

5. Constant expansion of work called for a further in- crease in staff, but this increase was still not enough to enable the department to meet effectively all the demands being made upon it.

A very welcome addition to the staff was the appoint- ment of an accountant in the autumn of 1955, and early in 1956 the new officer in charge of Probation, Mr. P. H. Hare, arrived in the Colony, together with an additional Cadet Officer. Mr. Keen, the Social Welfare Officer, was on leave from 1st July, 1955 until 4th March, 1956, during which period Mr. C. G. M. Morrison acted as Social Welfare Officer. Miss Dorothy Lee was seconded to the United Nations Organization from the 19th of December, 1955, and Mr. C. N. Li left in March 1956 on a visitorship to the United States. A list of the senior staff is at Appendix III.

6. The work of the department continues to be carried out by seven sections, namely, Relief, Child Welfare, Probation, Youth Welfare, Community Development, Women and Girls, and Special Welfare Services. These last two were previously known as the Moral Welfare and General Duties sections respectively. The Relief Section and the Community Develop- ment Section separated and became entirely distinct the one from the other on the departure of Mr. Li to America, and a new Assistant Social Welfare Officer (Relief) is provided for in the 1956/57 Estimates.
