zones of Hong Kong and although it is too early to predict the trend of their work, the members have made a constructive start in studying the more urgent welfare needs of women in their districts.

90. Kaifong Associations have indeed succeeded in win- ning the confidence and esteem of a large proportion of the local populace. The 23rd of October has been chosen to be observed each year as Kaifong Day. The first celebration of this event took place during 1954 and tens of thousands of local residents took part-a significant demonstration of public support.

CHAPTER XV

OFFICIAL & VOLUNTARY CO-ORDINATION

91. There can be few places in the world in which official and unofficial welfare organizations work so harmoniously together as in Hong Kong. Close links are always maintained by the various sections of the Social Welfare Office with the voluntary organizations engaged in similar fields of welfare work and during the year greatly facilitated the task of co- ordinating welfare work.

Assisting the Social Welfare Officer in the ordination of welfare policy is the Colony's official Social Welfare Advisory Committee which is composed of representa- tives of voluntary agencies and members of the public chosen for their experience in social work. The Committee carries out its work chiefly through a number of sub-committees to which section-heads of the S.W.O. act as secretary. During the period under review, three sub-committees made recommenda- tions on blind welfare, child care, and emergency relief, while a sub-committee on moral welfare commenced its investigations. The Social Welfare Advisory Committee also made recommenda- tions on the amounts of the grants to be allocated by Govern- ment to voluntary organizations and on the organizations that
