should be permitted to hold flower days for collecting funds from the public. Co-ordination in other specialized fields is achieved by the Port Welfare Committee, mentioned in the Chapter on Seamen's Welfare, and by the Standing Conference of Youth Organizations on which both the Social Welfare Office and the Education Department are represented together with 10 voluntary youth organizations. To keep abreast of new ideas overseas on the development of youth welfare pro- grammes, 5 observers were sent to attend the second Assembly of the World Assembly of Youth which was held in Singapore in August, 1954.

93. The unofficial Hong Kong Council of Social Service continued to fill an important role as the co-ordinating body of the 29 voluntary organizations affiliated to it. Meetings of representative member organizations

organizations were held regularly, providing opportunities for discussion of welfare problems and encouragement of new projects. The work of the Council's two sub-committees on the Care of Mental Defectives and in children's books has been mentioned elsewhere in this report.

94. A significant contribution was also made by the Hong Kong Social Workers' Association through arranging informal gatherings of its members and strengthening still further the friendly relationships and close collaboration which already existed among workers in all fields of welfare work.
