Water mains were laid on the Reclamation area and the necessary adjustments made in the mains of the back area at a cost of $90,270.21 as against the estimate of $128,000. A considerable amount of material was required for this work. material was purchased cheaper than anticipated, thus reducing the estimated cost of the works.
The
Gloucester and Hennessey Roads were formed by a sand carpet surface on con- crete foundations, the construction of remaining roads on the Reclamation and the reforming of roads on the back areas were carried out by the use of macadam, tar kerbing, etc. painted on completion. The excess of $200,707.15 over the estimate of $318,563.35
was brought about by the increased cost of labour and materials.
Item VII of
Reconstruc-
It has been arranged that the Admiralty undertakes the reconstruction of the Estimate-buildings and boundary walls to be demolished in connection with the Reclamation Scheme, the cost being defrayed from the Reclamation Funds. The cost of the re- construction work based on Admiralty Contracts amounts to £16,735 equivalent to $236,259, as against the original estimate of $60,220.

Item IX of
The construction of the Reclamation was financed from funds contributed by participants in the Scheme.
Before the Reclamation Account became available, certain works forming part of the Scheme were undertaken and financed out of Public Funds (Advance Ac- count). The cost of these works was refunded to Government in accordance with Ordinance No. 12 of 1921, and debited to Reclamation Account.
The increase of $43,070.38 over the original estimate of $200,000 for super- Estimate vision is brought about by the payment of salaries to the staff engaged in supervising Supervision.
