4. Officers who have been selected in England for special capacities, who have passed severe examinations there, or who have by long and meritorious service attain- ed to positions of importance in the Service of the Colony may reasonably expect—”
(a.) to live in comfort (while forced to reside in an hot and enervating climate.
from which their health must inevitably suffer.)
(b.) to be able to take advantage of their leave when due (i. e. to defray the
cost of their passages.)
(c.) when 30 years of age to marry, and
(d.) to be in a position to send their children to England and maintain them
there,
(e.) to be able to insure their lives, and
(f.) to save sufficient to enable them on retirement to live in a certain degree,
of comfort, for which their pensions would in themselves be insufficient.
In the case of resident Members of the Service
(b.) does not apply with such force, nor does
(d.) so far as sending children to England is concerned, otherwise the case of
residents is much the same as that of those appointed from home.
5. In the case of the Officers first mentioned (ie. those appointed from home to fill the higher Offices in Crown Colonies) we do not think we over-estimate the reasonable expenditure of a married Officer if we state it as follows:-
