lighting and air-conditioning. The lower ground floor also has a canteen, able to accommodate up to one hundred people, two rehearsal rooms, the record library archives, the echo plate room, a large 'dead' storage area, engineering stores, and the PABX unit with ten incoming lines and up to 150 extensions. A large covered trucking area leads onto a receipt and despatch platform for the delivery of goods, the prepara- tion of outside broadcast vehicles, etc.
21. Security arrangements provide for an external combination of concrete wall, rod and mesh fence, lit by high intensity lamps, and internally a system of grilles, steel doors and shutters which are able to seal off those areas of the building which are vital during emergencies.
22. Fire prevention arrangements are exceptionally comprehensive, with all internal electrical wiring being carried in steel trunking or conduits, with fire alarm points being located at strategic points throughout the building, and an automatic fire sensor in the radio room.
23. Externally, the grounds have been planted and are maintained by the Gardens Division of the Urban Services Department and provide a pleasant setting for the building.
PROGRAMMES-GENERAL
24. The aim of the Government broadcasting services is to provide balanced programmes but with some emphasis being laid on informa- tion and public affairs. The Government wants people to be informed about what Government and public institutions are doing, and why; and for responsible public opinion on matters of public concern to be reflected back to it. Government broadcasting should be of assistance also in developing better mutual understanding of the problems and attitudes of different communities who make up the Colony's society.
25. In a report of this length it would be impossible to give comprehensive programme details of all broadcasts which illustrate how the Government broadcasting aim is met, but Appendices C-G list a number of these.
26. Hours of broadcasting for both Chinese and English Services remained at 7 a.m. to midnight daily, although the total number of transmission hours increased as a result of using the mediumwave and FM transmissions for different programme purposes from time to time.
