August 1965 it was not possible to implement it during the year under review. In brief, the new system eliminates the very long Producer and Announcer time scales at present in use and creates new spheres of responsibilities and lines of promotion. It is hoped that the new system will provide an effective check to the tendency for resignations from the staff which had begun to show itself during the year.
7. Although the Chinese Service of the department continued to function at full strength during the year the English Service was severely hampered by three vacancies out of the total establishment of seven producers.
CHINESE SERVICE
8. Cantonese is the main dialect spoken by the Chinese population in Hong Kong and this language predominates in Radio Hong Kong's broadcasts. Other dialects used, chiefly by minority groups, are Kuoyu (Mandarin), Hakka and Chiu Chow. Although programmes in these other languages are limited news bulletins and public announcements are broadcast daily in them.
9. Programmes in Chinese cover a wide range of activities and seek to serve the needs of many different types of listener. An indication of the varying degrees of emphasis placed on different types of programme is contained in the Analysis of Programme Output to be found at Appendix 'A'.
10. Though useful material is received from overseas broadcasting organizations' transcription services, principally from the British Broad- casting Corporation and Radio Australia, the majority of the daily programme output of seventeen hours is locally produced. Over the years the Chinese Service of Radio Hong Kong has nurtured and en- couraged local talent and there is now a large number of Chinese broad- casters who are able to devote themselves to full time professional work. This is particularly so in the field of radio drama, which is an ever popular item amongst listeners in Hong Kong.
STAFF
11. The staff of the Chinese section remained unchanged during the year. It consists of a Head of Programmes, twelve Producers, four Can- tonese and three Kuoyu Announcers. Although leave, sickness, etc. may
