PART II — IMPLEMENTATION OF REVISED POLICY

General.

9. In the departmental report for 1955/56, details were given of the broadcasting policy review which culminated in February 1956 in the decisions to expand the hours of Chinese broad- casting, and to improve the quality of programmes and trans- mission.

In addition to the maintenance of normal programme output, much work was done during the year to implement these decisions.

Staff.

10. An increased establishment of four Chinese programme assistants and three English programme assistants was agreed in order to staff the improved services. Other increases included announcers, clerks, messengers and drivers.

11. The programme assistants were to be the backbone of the new services and the shortage of suitably qualified local applicants led to some delay in recruitment. By the end of the year four of the vacancies had been filled, three in the Chinese service and one in the English.

12. Programme assistants in Radio Hong Kong are called upon to perform a wide range of duties which in larger organizations would be separated. Script writing, production, outside broadcast work, presentation and programme planning fall to their lot and, although a limited amount of specialization will be possible with the increase in staff, it will not be possible to work under the ideal broadcasting conditions of complete specialization in such fields as feature writing and production, local news and drama.

Studios and equipment.

13. The expansion scheme necessitated certain major studio alterations. During the year plans were drawn up for the reconstruction of the recording room and studio, and for the construction of a small studio in place of the Concert Hall control room, which was to be relocated.

14. The recording room had previously only been able to function at any one time as a single recording channel with full critical listening facilities. With this limitation in scope the
