3. Mr. D. J. Lyttle, Acting Controller of Broadcasting, left for the United Kingdom on leave at the end of October prior to returning to the Department of Broadcasting, Federation of Malaya, at the end of his temporary secondment. Mr. Lyttle had been with Radio Malaya since the end of the war and his considerable experience in colonial broadcasting, together with his keen interest in the somewhat similar problems facing broadcasting in Malaya and Hong Kong, resulted in a consider- able improvement in programmes. In his year of office he saw the revised policy through the stage of decision and was responsible for laying the foundations for its implementation.

4. Mr. D. E. Brooks, who was seconded to Radio Hong Kong from the B.B.C. as Senior Programme Assistant from 1952 - 55, was appointed Controller of Broadcasting with effect from October 18th, 1956.

5. Mr. T. D. Brinton was appointed Senior Programme Assistant on secondment from the B.B.C. and arrived on 2nd February. His secondment is for two years.

6. Mr. CHANG Han Piao, Chinese Programme Assistant, left the Colony in February in order to undergo a period of training with the B.B.C. in London.

Licences.

7. The annual fee for a receiving licence remains at $20. The issue of licences is the responsibility of the Postmaster General. Throughout the year licences continued to show a steady increase and on 31st March stood at 60,519, an increase of 6,446, or 11.92% over last year.

8. The following table compares the licence figures for the past twelve years as at 31st March each year.
