channel CTV which provided an additional outlet for "Below the Lion Rock", Viewpoint and Angles, Police Call and Junior Police Call. A single episode of 'Below the Lion Rock' won a special prize for the producer Miss CHEUNG Man-yee at the Asian Broadcasting Union Young Film Makers Festival at Shiraz, Iran.

An important development was in the use of television for important statements to the public such as the broadcast by the Acting Governor Sir Denys Roberts on the defence costs agreement in December which was also dubbed into Cantonese and was transmitted almost simultaneously on the five channels. H.E. the Governor Sir Murray MacLehose made his television debut in March, also dubbed into Cantonese, when he discussed Hong Kong issues with senior journalists representing the programme companies. This was the first of a series; on the second the Financial Secretary Mr. Philip Haddon-Cave answered critics of his budget proposals.

The virtue of the series is that the government's stance on fundamental issues which may be well known internally are debated and explained at the most senior level to the general public through the broadcasting medium.

Television Programmes

Despite intense competition between the programme companies and the growth of more realistic drama, 'Below the Lion Rock' now in its third year is still the most influential drama series. Audience figures remain consistently high and with a combined audience well over 2.3 millions it is seen by more Hong Kong people than any other single programme. The last survey figures showed that although the weekly episode was shown first on CTV and RTV, TVB in third place could claim an audience figure of 1,505,000 making it their sixth most popular programme. Among the themes tackled were drugs and the young, corruption, and difficult subjects where a mass audience needed educating such as hawker control policy and the danger of unlicensed food caterers. The episode that won the special prize at the ABU Young Film Makers Festival was "Sunrise, Sunset". The programme showed the growth of community spirit amongst people in a resite licensed area and the need to retain that spirit when they moved into new housing.

'Needlepoint' continued at 45 minutes each week on TVB Jade with the simultaneous translation that enabled English speaking officials to answer questions from a Chinese audience and through the FM radio commentary enabled the English speaking audience to understand Chinese attitudes on local issues. The
