CHAPTER X
ORGANIZATION AND STAFF OF THE RESETTLEMENT DEPARTMENT
128. The Resettlement Department operates under the general direction of the Urban Council, three Select Committees of which are concerned with resettlement matters. These are: the Resettlement and Clearance (Policy) Select Committee which deals with general matters of policy; the Resettlement Estates Select Committee and the Resettle- ment Areas Select Committee, which deal with matters concerning the administration of the multi-storey estates and the cottage resettlement areas respectively. The Commissioner for Resettlement is the Chairman of these three Committees.
129. As may be seen from the earlier pages of this report, the Department has four main functions: the clearance and resettlement of squatters occupying sites required for permanent development; the administration of the cottage resettlement areas; the administration of the multi-storey resettlement estates; and the prevention of new squatting. To carry out these duties the Department had on 31st March, 1959, a total establishment of twelve administrative officers and 1,613 technical, clerical, field and junior staff.
130. During the course of the year a new Works Section was formed which will be responsible for the maintenance of the resettlement estates, which it is taking over from the Public Works Department, as well as all construction and maintenance work in the cottage areas and the preparation of plans for cultivation clearances. This Section is supervised by a Building Surveyor assisted by a Clerk of Works and eighty one other technical and junior staff.
131. Particulars of the establishment approved for the financial year 1959/60 are given at the end of this chapter.
