The principal function of the General Divisions is to examine all proposals for private building and street works submitted to the Building Authority for approval under the Buildings Ordinance, and after approval to grant consent to commence work, and to carry out periodic inspections up to completion of the work to ensure compliance with both the approved plans and the building regulations.

The number of buildings certified for occupation was 615, an increase of 8% over the previous year, and the declared cost of completed buildings amounted to $1,948 million, an increase of 4% over the previous year and an all-time record. The number of building proposals approved increased by 25%, from 582 the previous year, to 728.

Projects of particular interest which were completed during the year include the Ocean Park at Brick Hill which has proved to be a major attraction, and the first phase of the Hong Kong Polytechnic, which when completed in its entirety will be the largest technical institute in South East Asia and amongst the best equipped.
