GENERAL

5.01

The Director of Public Works is ex officio the Building Authority and the functions and duties imposed upon him in this capacity, arising from the Buildings Ordinance and other laws of Hong Kong, are for the most part delegated to the Buildings Ordinance Office. These functions are principally the control of all building and street works on private land, with the issues associated with dangerous buildings, certain categories of illegal building works and the Mass Transit Railway System also receiving particular attention. The co-ordination of these and numerous other associated functions has resulted in a structure suited to the continuous processing of large numbers of plans and statutory documents and the need to make frequent inspections of buildings. This structure is represented diagrammatically on the organization chart, from which it will be seen that there are five general divisions (each supported by the Structural Branch & the Civil Engineering Division) covering Hong Kong East, Hong Kong West, Kowloon, New Territories East and New Territories West respectively whilst a Specialist Branch comprising the Dangerous Buildings Division and the Works Division deals mainly with the complex problems of dangerous buildings, illegal works and defective drainage. In addition the establishment includes a Mass Transit Division for the purpose of examining the possible effects of Mass Transit proposals on private property and to process Mass Transit development, other than the railway, under the Buildings Ordinance. Engineering Division was also formed in 1974 to deal with the geotechnical aspects of private development.
