The formation of temporary housing areas in Fanling and Tai Po commenced, while that for Sai Kung (Tui Min Hoi) was completed and is ready for occupation.

12.60 During the year work continued on the preparation of outline development and layout plans for the Market Town and Rural Township development areas so as to establish a basis for engineering investigation and future development.

12.61 The development areas are covered by a total of 35 departmental outline development and layout plans. Of these, five have been approved by Land Development Policy Committee and four by the New Territories Development Progress Committee in previous years. A further five were approved by the New Territories Development Progress Committee during the course of the year and ten received general inter-departmental agreement prior to submission for approval in principle, whilst the remainder were under active consideration by the Branch and various other Government Departments.

12.62 Modifications of planning proposals to accommodate the proposed increase of populations in the Shek Wu Hui-Fanling and Tai Po areas were made in consultation with the Housing Department and the consulting engineers responsible for the feasibility reports. Following agreement of the new population targets, revised Outline Zoning Plans for the two areas were prepared and circulated by the Town Planning Office in liaison with the Branch. Work has now begun on the detailed planning layouts for the extended development areas.

12.63 Consideration of development applications from both the public and private sectors continued and many extract and overlay plans were produced from draft and approved plans to help illustrate development conditions.
