GENERAL

The New Territories Development Branch is responsible for development in the New Territories, other than the new towns, required to meet the 10-year Housing Target and for other development associated with the Rural Housing Programme. In addition, the Branch advises the New Territories Administration on other development in the New Territories and on the programme of local public works.
12.53
This development will occur in selected areas with the objective of creating balanced communities related to public housing estates in the 10-year Housing Programme and includes the market towns of Tai Po, Fanling, Shek Wu Hui and Yuen Long. Those areas associated with public housing estates in the Rural Housing Programme include Sham Tseng, Sai Kung (Tui Min Hoi), Lau Fau Shan, Tan Kwai Tsuen, Peng Chau, Mui Wo, Tai O and Cheung Chau.
12.54 The development programme, which was first prepared in August 1974 for the twelve development areas, has been updated annually. The development areas, in general, have been divided into various packages to provide flexibility of expenditure whilst maintaining a balance of development.

12.55 All engineering feasibility reports (except Tai Po Development) prepared by the consulting engineers and incorporating departmental comments have been finalised and distributed to offices and departments concerned. The study for Tai Po Development had to be suspended temporarily because of major revisions of the Outline Zoning Plan. The study, however, was resumed at the end of the year as the revised plan had been substantially finalised.
