Close liaison was maintained with the Royal Hong Kong Jockey Club and their architects engaged on the construction of a new race course at Sha Tin to ensure coordination of their activities with the New Town engineering works. Reclamation and river wall works were substantially completed. The construction of the superstructure of the mafoo quarters and stables was well advanced. Good progress was maintained on formation works for the grandstand.

Discussions were held with private developers and their architects for the development of Areas 14 and 48 in accordance with the lease conditions. Reclamation works on both sites commenced during the year. Towards the end of the year tenders were invited by the New Territories Administration for two large private commercial-residential developments in Area 7A. The necessary formation and servicing of the areas were completed by the New Town Development Office.

Landscape consultants were appointed to prepare a master landscape plan for Sha Tin and draft copies of their Stage I report were completed and circulated. Good progress was made on Stage II of the study.
Outline development plans were prepared for Sha Tin, Ma Liu Shui and Ma On Shan and were revised in the light of recommendations from the landscape consultants and engineering consultants.

Layout plans for light industrial development in planning Areas 3A and 16B were completed and approved, while layout plans for Areas 57 and 43 were completed. Layout plans for Areas 3B, 5B, 5C, 5D, 20 and 25 were revised.

A planning brief was prepared and approved for the Housing Authority's first home-ownership scheme in Sha Tin (in Area 42) for which a layout plan was subsequently prepared and approved.

Master plans for private comprehensive residential development in Areas 14A and 48 were approved in principle. A special study for the first two lots of commercial-residential land in the town centre was carried out, enabling special lease conditions with control drawings to be drawn up to control and co-ordinate the development.
