12.05 Responsibility for the development of a New Town at Sha Tin is borne by the Sha Tin New Town Development Office. The full extent of the New Town as planned covers an area of some 2860 hectares in the Sha Tin Valley and will accommodate about 550,000 people with a further possible 130,000 people in extension areas which have been investigated.

12.06 A development programme for Sha Tin New Town was prepared in August 1974. This is reviewed annually and consists of all the publicly financed projects required for the development of the new town, divided into twelve individual packages. Each of these packages can be treated to a large extent as self-contained development and provides flexibility of expenditure whilst maintaining a balance of development. In conjunction with the engineering study undertaken by the consulting engineers on Stage II of Sha Tin's development, the number of packages has been increased to 25 and this will be reflected in the 1977 edition of the programme.
