a number of technical and contractual problems were still unresolved.

11.102

A considerable amount of research and experimentation was carried out, and, compared with the first unit, the corrosion rate on subsequent units was found to be substantially reduced as a result of improved control of brine chemistry and the reduction in the dissolved oxygen content of the recirculating brine.

11.103 In view of a below average rainfall predicted by the Royal Observatory for 1977-78, preparatory works were carried out to permit multi-unit operation if necessary. In this connection, a second boiler/evaporator unit was brought into operation towards the end of the year and a submission was made for additional staff in the Operations and Instrument Maintenance Sections.

11.104

Considerable difficulties were experienced in recruiting staff for the operation and maintenance of the plant, and at the end of the financial year, the total number of staff employed at Lok On Pai stood at 169, out of an establishment of 252.

CIVIL ENGINEERING STAFF

11.105 Apart from minor repairs all civil engineering works were completed and the staff with the exception of one Assistant Inspector had left the Lok On Pai site.

11.106

All claims arising from the site formation and construction of marine works and the administration building contracts were settled.

WATER QUALITY CONTROL UNIT

Senior Waterworks Chemist:
D.L. MAKER, C.Chem., F.R.I.C., F.I.W.E.S.

11.107 The Unit is primarily responsible for ensuring that the quality of supply to consumers conforms to internationally recommended standards of purity, involving the supervision and control of treatment processes at waterworks, particularly the dosages of chemicals, and the systematic monitoring of water quality throughout the entire supply network.

11.108 Full water testing facilities are provided at two principal laboratories where a variety of chemicals and materials connected with the water industry are also examined and investigations into various aspects of water quality and treatment are carried out.

11.109 The total number of samples examined was 43,873 (an increase of 5% over last year), of which 1,120 were for other Government departments, commercial and industrial firms and the general public, who continued to utilise the unit's services.
