Construction work for the three new towns went ahead steadily, sites being formed for public housing, Government, institutional and community use and for private residential and industrial purposes. At the same time, work on the essential engineering infrastructures such as roads, drains, sewers and water supply was also carried out. Consulting Engineers completed their feasibility studies of development areas in the remaining rural townships and construction work was commenced in Tai Po, Fanling and Sai Kung (Tui Min Hoi).

Consulting Engineers were appointed to undertake studies of specific problems in Tsuen Wan, Tuen Mun and a feasibility study for further major development in Sha Tin. Consultant landscape architects were appointed to prepare a Master Landscape Plan for Sha Tin.

ORGANISATION

The Department combines many functions which in other countries would be undertaken by a number of agencies, namely :-

Building (a) The design, construction and maintenance of

Government buildings.

(b) The control of private development.

Engineering (a) Civil Engineering.

Land

Water

Highway Construction and Traffic Engineering.

(c) Electrical and Mechanical Engineering.

(d) Railway Engineering including the Mass Transit

Studies.

(a) The disposal of Crown Land.

(b) The acquisition of land for public purposes.

(c) Land Surveying.

(d) Town Planning.

(a) The design and construction of traditional

impounding and purification works together with desalination plants and the distribution and sale of fresh and sea water.
