Pollution control and environmental protection projects continued. Reports on the Sha Tin Refuse Composting Project and the Sai Tso Wan High Density Baling Plant project were received and design work was being carried out for the first stage of a sewage treatment and disposal scheme for North West Kowloon and for a composting plant at Chai Wan. Tenders were invited for the supply of mechanical plant for the Sha Tin Permanent Sewage Treatment Works and construction of the Kwai Chung Incinerator was proceeding on programme.

At Kai Tak Airport, the road tunnel structure within the Airport was completed.

The reconstruction of railway bridge No. 11, which was seriously damaged as a result of Typhoon "Ellen" on August 24th 1976, was completed and the new bridge was opened to railway traffic on October 10th 1976. His Excellency the Governor, accompanied by the British Ambassador to China, visited the bridge on September 6th 1976.

Works continued on the double-tracking of the railway from Hung Hom to Sha Tin, while contract work on the construction of sidings and a dry goods yard at Ho Man Tin was completed.

Rainfall for the year was about average and although heavy rains filled the reservoirs during the summer, storage was depleted to little more than half of full capacity by the end of the year as a result of record low winter rainfall and high demand. A 24-hour supply was maintained throughout the year.

Work on the High Island Water Scheme continued and the West dam of the reservoir was substantially completed, while work on the East dam progressed satisfactorily.

Erection and commissioning of the 181,840 cubic metres per day single-purpose desalting plant was virtually complete and preparation for multi-unit operation was in hand.

The New Territories Development Department, which was formed in 1973, has continued with the work of producing detailed development plans and updating the development programmes and forecasts of expenditure for the three new towns of Sha Tin, Tsuen Wan (which includes Kwai Chung and Tsing Yi) and Tuen Mun and for the market towns and rural new townships.
