New Territories District Planning Division

10.08 This Division is responsible for the preparation of draft statutory outline zoning plans for the New Territories including the New Towns and the market towns. It also prepares departmental outline development and layout plans and planning guides, in consultation with the Hong Kong Outline Planning Division and the New Territories Administration, for the New Territories Development Progress Committee. The Division is responsible for development control and reservation of sites for government, institutional and community uses and for utility companies in the New Territories other than the New Towns and such other development areas as are the responsibility of the New Territories Development Department.

10.09 This Section is responsible for the preparation of detailed planning layouts for development areas in the urban areas, the New Towns and other development areas in the New Territories. It also provides planning advice on civic design matters.

10.10 This Division is responsible for the preparation and revision of the Hong Kong Outline Plan and the up-dating of the 10-Year Development Programmes. The Division carries out land use and floor space surveys and constructional, occupancy and other special surveys for planning purposes. The information obtained is analysed within the framework of primary, secondary and tertiary planning units in order to correlate land use with demographic and other planning data. Background studies which set out the existing conditions and future requirements in planning areas are prepared to ensure the integration of district and outline planning. The Division also undertakes special studies, prepares planning reports and supplies information to various committees such as the Town Planning Board, the Working Group on Hong Kong Comprehensive Transport Study, and other Government departments.
